Job Purpose:
• To effectively manage Oxfam Novib's humanitarian response delivery with partners in Niger within the frameworks as agreed in Oxfam.
• To make a contribution to the overall Oxfam in Niger humanitarian programme and strategy.

Post holder reports to: Associate Country Director, Oxfam Novib, Niger.

Staff reporting to this post: Local EFSL Officer, MEAL Officer, Aim 3 Programme Officer, Local WASH Officer.

Budget responsibility
Overall management of the budgets related to ON response to food crisis in Niger.

Dimensions

  • Provide leadership in managing the response with partners addressing immediate needs and recovery activities.
  • Provide leadership in the development of project proposals.
  • Liaise with external actors involved in the responses to the food crisis in Niger.
  • Promote integration between Oxfam ON food security work and advocacy on key livelihood/food security/public health issues.
  • Report to donors on the current grants and coordinate the research of new grants.
  • Ensure that gender is mainstreamed in the response.

Key Responsibilities

  • Develop and manage the Oxfam Novib humanitarian response program in Niger.
  • Ensure Local partners’ capacity appraisal, ongoing monitoring, and (response) capacity building for professional response delivery in order to achieve objectives.
  • In coordination with the ACD provide steer to strategic and rapid decision-making about strategy, means and staff deployment in a complex, stressful and changing environment.
  • Coordinate Oxfam Novib’s ongoing monitoring of the situation.
  • Develop a professional development Oxfam Novib plan for the staff.
  • Ensure that staff monitoring and performance management is in place and used effectively.
  • Ensure that grant compliance systems are in place, and used for program monitoring and steer with the staff and the local NGO-partners.

Skills and Competence

  • Minimum of 5 years of experience of emergency and development work, and an understanding of relevant issues.
  • Proven record of effective and complex management in a humanitarian response including managing considerable budgets, staff, partners and funding of the programme.
  • Degree or equivalent in a relevant discipline (preferably economics, politics, sociology, humanities) or substantial experience.
  • Proven ability to work creatively, innovatively and effectively with limited direct supervision.
  • Proven experience as a team worker and demonstrably co-operative with members of other teams.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
  • Commitment to humanitarian principles and action.
  • Good understanding of community emergency issues, with experience of or ability to work directly with local NGOs or communities in the following issues: livelihoods; water and sanitation; health/disability/gender.
  • Proven analytical skills and ability to think strategically for programme design and to implement the approach.
  • Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam GB's work.
  • Sympathy with the aims and objectives of Oxfam.
  • High-level interpersonal and communications skills.
  • Fluency in spoken and written French and English.
  • Ability to influence and liaise effectively with key stakeholders, such as military, local authorities, etc.
  • Proven evidence of leadership skills including challenging, motivating and developing a team through periods of change.
  • Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience.
  • Ability to create the environment to enable others to achieve their objectives and to be able to develop their skills and abilities.
  • Ability to travel to remote areas in the project and across the Programme.
  • Knowledge of Sahel programme area in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region – desirable.
