IAEA Accounting Specialist (P-3)

Organizational Setting

The Division of Budget and Finance (MTBF), part of the Department of Management, provides sound management of the financial resources essential for full implementation of the IAEA programme and to ensure the continued confidence and support of Member States. The Division provides financial services for programme budgeting, payments, payroll, financial accounting and reporting to enable the IAEA to carry out its mandated functions.

The Finance and Accounting Section is the business process owner responsible for the preparation of IPSAS compliant financial statements. The General Accounting Unit, an integral part of the Section, prepares the IAEA's financial statements, maintains accounting records and maintains close liaison with the IAEA's external auditor.

Main purpose

The Accounting Specialist supports the Section Head and Unit Head in the resolution of accounting and related financial system issues. She/he analyses and provides solutions to resolve accounting issues and improve processes and coordinates with staff within and outside MTBF to ensure appropriate resolution. She/he maintains and monitors accounting records, ensuring the proper application of the International Public Sector Accounting Standards (IPSAS), Financial Regulations, Financial Rules and established procedures related to accounting matters. The Accounting Specialist also prepares and reviews financial reports, ensuring that the financial system provides correct financial information with adequate system controls and validations.

Role

The Accounting Specialist is one of the key resource persons for the preparation of IPSAS compliant financial statements for the IAEA and analysis of complex cases related to accounting matters.

Partnerships

The Accounting Specialist establishes relationships with staff throughout the IAEA to provide advice and assistance and with other financial specialists, to consult and coordinate on specific cases, as well as policy matters. She/he collaborates with colleagues within the Division and also with colleagues and counterparts in other international organizations to exchange and compare information on a wide range of accounting issues.

Functions / Key Results Expected

  • Contribute to the annual accounting closure process and preparation of the IPSAS compliant financial statements.
  • Maintain and assure the overall integrity, accuracy and completeness of the general ledger. Analyse accounting problems, provide solutions and coordinate the necessary corective actions.
  • Identify and resolve any ERP and IPSAS implementation issues and provide direct support to the staff when needed.
  • Contribute to the documentation of the financial reporting process for the IAEA.
  • Analyse complex accounting matters, develop procedures with impact analysis and make respective recommendations.
  • Liaise with the AIPS support Unit and ERP project teams in the areas of system functionalities and reporting to ensure that the IAEA's financial functional requirements can be met and IPSAS compliant financial statements can be produced.

Knowledge, Skills and Abilities

  • Extensive knowledge and experience in the area of financial management (accounting, budgeting, financial operations, financial systems) gained from international organizations.
  • Sound analytical skills and ability to express ideas succinctly both orally and in writing.
  • Planning and organizing skills: Demonstrated ability to establish priorities and to plan, coordinate and monitor an assigned work plan as well as supervise the work plan of others.
  • Proven communication skills, verbal and written, including the ability to draft various documents and procedures, policy and procedure documents, and to communicate effectively.
  • Proven interpersonal skills:
    • Ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity and ability to establish and maintain effective partnerships with internal and external counterparts;
    • Good team spirit to work effectively both as a team member and as a team leader.
  • Excellent computer skills including proficiency with MS Office 2010 applications (Word, Excel, Outlook, PowerPoint), which is the IAEA standard, and thorough knowledge of the financial module of an Enterprise Resource Planning (ERP) system.

Education, Experience and Language Skills

  • University degree in the field of business administration, finance or accounting.
  • Professional qualification such as Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent qualification.
  • Minimum of five years of relevant experience in finance and accounting, at least two of which is at international level.
  • Experience with implementing international accounting standards in the public sector.
  • Hands-on experience in the use of an Enterprise Resource Planning (ERP) system. Knowledge of Oracle is an advantage.
  • Excellent knowledge of both written and spoken English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $28 326*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
