IAEA Finance Officer (P-3)

Organizational Setting

The Division of Budget and Finance (MTBF), part of the Department of Management, provides sound management of the financial resources essential for full implementation of the IAEA programme and to ensure the continued confidence and support of Member States. The Division provides financial services for programme budgeting, payments, payroll, financial accounting and reporting to enable the IAEA to carry out its mandated functions.

The Staff Accounts Payable Section (SAPS) manages all payments related to individuals (staff and non-staff like consultants, experts, interns, fellows, meeting participants, etc) as well as payments to various organizations and institutions. The payments cover, inter alia, all staff entitlements and duty travel advances and claims, all non-staff related payments as well as all payments related to the IAEA's travel management company.

Main purpose

The Finance Officer reviews and advises on all the SAPS processes including the accounting procedures within IPSAS. He/she ensures that the most accurate and effective ways are used for the timely processing of payments to staff and non-staff individuals within the IAEA's financial and staff rules and regulations, and periodically controls and maintains the SAPS clearing accounts. Reporting to the Section Head, the Finance Officer also coordinates and supervises the activities of the groups in the Section (Payroll, Travel and TC-related activities) to this end.

Role

The Finance Officer is: a team player and team leader, working together and overseeing the work of other members of the Section to ensure accurate and timely processing of financial transactions in an effective manner; a focal point for staff members throughout the IAEA, external counterparts and commercial vendors, providing advice and guidance to facilitate the processing of the financial transactions.

Partnerships

The Finance Officer builds collaborative working relationships with administrative counterparts and staff at all levels, as well as counterparts in other international organizations, to provide an efficient and effective service. The incumbent also engages with the staff of the Section to ensure effective methods and appropriate accounting procedures are implemented and properly used.

Functions / Key Results Expected

  • Under the guidance of Section Head, ensure that all the business processes and accounting procedures of the Section are documented, timely updated, anaylzed constantly for improvements and that clearing accounts are maintained accurately and periodically controlled, as well as expenses recorded accurately and are IPSAS compliant.
  • Advise staff of the Section on the appropriate use of business procedures for their specific areas to ensure that the effective methods for AIPS are used and the correct accounting entries are made under IPSAS.
  • Contact and communicate to administrative counterparts in the IAEA to inform of deadlines/changes to procedures and to research for best practices to improve the related business processes.
  • Liaise with colleagues and counterparts to meet the requirements for periodic accounting closures, issues related to AIPS, ATLAS and payroll systems, and any reporting needs of the Section including the statistical data for performance indicators.
  • Supervise staff of the Section and assist with approval of invoices.

Knowledge, Skills and Abilities

  • Professional expertise: Knowledge of financial regulations, rules, and procedures, preferably in an international organization.
  • Planning and organizing skills: Demonstrated ability to establish priorities and to plan, coordinate and monitor an assigned work plan as well as supervise the work plan of others.
  • Proven communication skills, verbal and written, including the ability to draft various documents and procedures, policy and procedure documents, and to communicate effectively.
  • Proven interpersonal skills:
    • Ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity and ability to establish and maintain effective partnerships with internal and external counterparts;
    • Good team spirit to work effectively both as a team member and as a team leader.
  • High degree of accuracy to ensure the correctness of financial information.
  • Excellent computer skills including proficiency with MS Office 2010 applications (Word, Excel, Outlook, PowerPoint, Visio), which is the IAEA standard, and thorough knowledge of the IAEA's accounting and travel computer systems.

Education, Experience and Language Skills

  • University degree in business administration, finance or accounting.
  • Professional qualification such as Certified Public Accountant (CPA) an advantage.
  • Minimum of five years of relevant experience in finance and accounting, at least two of which is at international level.
  • Experience in a supervisory role an advantage.
  • Hands-on experience in the use of an Enterprise Resource Planning (ERP) system. Knowledge of Oracle is an advantage.
  • Excellent knowledge of both both written and spoken English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $28 326*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
