Background / General description:
The International Finance Corporation department is seeking to recruit an Investment Officer to assist the department in carrying out a wide variety of fee-based advisory mandates for governments which are IFC’s member countries. These will be primarily focused in the infrastructure and utilities sectors. The position will be based in Belgrade, Serbia and report to the Regional Business Line Leader for ECA. The job will entail significant travel within the region.

The candidate will work closely with governments and private enterprises, as well as with other IFC advisory and investment departments and related units within the World Bank Group.

The work will involve both the sourcing and execution of infrastructure advisory mandates.

Duties and Accountabilities:
General Responsibilities

- Build and maintain strong relationships with clients and government officials to facilitate advisory mandates, and maintain collaborative working relationship with other private businesses, banking and multilateral partners in the countries concerned;

- Participate in project teams to accomplish work as required on several projects simultaneously;

Project Execution

- Participate in the due diligence and preparation phases of the mandate which would include technical, legal regulatory and commercial assessment of the transaction;

- Participate in the structuring and negotiating of deals which would include identifying and advising Government clients on a set of recommendations;

- Draft and prepare contractual and bidding documents such as concession agreements, shareholders agreements, etc.

- Produce financial models and other project components;

- Assist in the marketing of the transaction including the preparation of necessary marketing materials like Information Memorandum;

- Take active part in the implementation of the bid process for selecting private partners.

New Business Development

- Assist in marketing activities, taking a proactive approach to developing new client contacts and project leads;

- Take active participation in the preparation of proposals and pitches for new mandates;

- Support the internal approval process including drafting of Quality at Entry criteria for new mandates and other internal approvals;

- Draft consultant terms of reference and requests for proposals;

- Provide support to in selection of consultants, including drafting applications for funding for consultant costs.

Selection Criteria:
• MBA or equivalent qualification;

• Some 6-9 years of experience in a similar position in an advisory firm, private equity house or an investment bank.

• Considerable exposure to financing buy/sell side deals, preferably in infrastructure.

• Good understanding of the infrastructure trends globally and in particular in Europe and Central Asia.

• Excellent English language skills. Another language, especially a regional one would be an asset.• Ability to interact directly and independently with senior management of potential clients, of financial and technical partners as well as senior government officials;

• Experience and knowledge of working with various infrastructure sub-sectors;

• Experience in managing multiple transactions;

• Understanding of concession design and associated risk allocation / mitigation structures;

• Understanding of traditional privatization structures, private sector participation modalities including public private partnership and sub sovereign models;

• Excellent communication skills both written and oral, including the ability to convey ideas and positions clearly;

• Demonstrated ability to conceptualize, design and implement projects and to close transactions;

• Excellent interpersonal skills, with the ability to establish and develop relationships;

• Ability to work through teams, deliver high quality work within deadlines, and to meet team objectives.
