Program Manager, Kyrgyzstan

We are currently seeking a Program Manager for an anticipated USAID-funded Women’s Leadership in Small and Medium Enterprises (WLSME) project. WLSME is a pilot research program funded by USAID’s Microenterprise & Private Enterprise Promotion office (USAID/MPEP) which seeks to directly increase the entry and growth of women-owned and/or women-managed SMEs in the developing world; and through participation in rigorous impact evaluation separately funded by USAID, generate learning for the field regarding what works and why. Together with local partners, ACDI/VOCA’s program will focus on increasing women-owned SMEs capacity to identify market opportunities, plan and manage growth, increase employment, and access financial services. The project will help local partners and associations to analyze markets in the agriculture, food, hospitality and textile sectors; disseminate information; and train female SME owners.


Responsibilities:
•Provide management oversight to all project components. Provide technical oversight by identifying market opportunities for female-headed SMEs, compile and disseminate market information, facilitate key linkages with key buyers, suppliers and associations, and serve as a clearing house of market information and services provided by associations, consulting firms and financial institutions.
•Monitor budget, fund disbursal, and financial records ensuring that project expenditures are in compliance with ACDI/VOCA and USAID policies and regulations.
•Develop and oversee implementation of a strategy for project sustainability and orderly close-out plan
•Ensure quality monitoring and evaluation, including the development of a monitoring and evaluation plan. Oversee activities that relate to the baseline, mid-term and final evaluations, including coordination with other cooperating sponsors and stakeholders.
•Ensure effective finance, budget, progress, and donor reports, compliance with donor and ACDI/VOCA regulations, and efficient utilization of program staff and resources for this component.
•Ensure compliance with all ACDI/VOCA corporate and local partner policies and procedures. Ensure appropriate policies and procedures are in place and understandable by staff including, but not limited to a Personnel Policies and Procedures Manual to be developed for the WLSME program, translations of ACDI/VOCA corporate policies as needed, and clear and transparent accounting and management procedures.

Qualifications:
•Minimum of 5 years overseas experience working with SME development programs, focusing on addressing systemic constraints to growth and competitiveness.
•At least 2 years’ experience with USAID projects, procedures, policies and reporting requirements.
•Experience in financial management program design, implementation, and monitoring and evaluation is strongly desired
•At least two (2) years’ experience working in Kyrgyzstan or Central Asia is preferred
•An advanced graduate degree such as a Master’s or PhD in business, investment finance, microfinance, business administration, and/or business management, or economics is preferred
•Fluency in English and proficiency in Russian is required
