Provincial Manager, Laos

Room to Read seeks to transform the lives of millions of children in developing countries by focusing on literacy and gender equality in education. Working in collaboration with local communities, partner organizations and governments, we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond.

We are non-governmental, non-religious and work with many local NGOs and community based organizations to implement our programs. We currently work in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia – countries with a desperate lack of resources to educate their children. Since our inception, Room to Read’s worldwide team has impacted over 6 million children by constructing more than 1,500 schools, establishing over 13,000 libraries, publishing 700 new children’s book titles in 11 local languages, and rewarding over 16,000 girls with long-term, holistic scholarships.

Room to Read has an annual budget of approximately US$44 million and our global staff numbers over 600. Our global headquarters is located in San Francisco, and we have smaller fundraising offices in Delhi, New York, Hong Kong, London, Mumbai, Sydney, and Tokyo. We have an Asia Regional Office located in New Delhi, a Southern Africa Regional Office in Pretoria, and program offices in Colombo, Dar es Salaam, Dhaka, Hanoi, Ho Chi Minh City, Kathmandu, Lusaka, New Delhi, Pretoria, Phnom Penh, Vientiane.

Position Overview:

The Provincial Manager (PM) is a representative of Room to Read-Laos Office located in Savannakhet Province. S/he is primarily responsible for leading and managing the overall provincial clusters in order to achieve RtR Lao’s annual programs plan. S/he is required to take initiative for improving the working approaches, partnership relationship, project site selection and strengthening of RtR-LA’s concerned programs such as Reading Room, Girl, Education and School Room. In addition, s/he requires knowledge of leadership, project management, analytical problem solver, workshop/training facilitation, reporting and networking in order to build up strong team morale within the organization. S/he will work based in Savannakhet province and directly report to the Program Director.

Responsibilities:

  • Lead and coordinate the implementation and achievement of RtR-LA’s programs target at the provinces while ensuring high impact for children, quality and cost-effectiveness in accordance with the strategy, policies and guideline of RtR. Including proper documentation of activities implemented in the provinces;
  • Lead the development of provincial annual and long-term plans, and budgets appropriate to meet the goal and objectives of RtR-LA;
  • Ensure staff are consistently complying and/or adhering to policies, procedures and guidelines articulated in the handbooks of RtR-LA, and facilitate the dissemination of information to all staff members and strike to promote transparency on all areas of RtR-LA work;
  • Lead situation analysis within the Provincial Cluster for identifying and prioritizing development needs to serve children’s best interest, especially in education context;
  • Check and verify the quality of materials after received;
  • Participate in any other activities, which may be required in order to fulfill the objectives of the organization.

Qualifications:

Required:
  • Master Degree in Education, Business Administration, Social Science, Project Management or other related fields;
  • Minimum 5 years of working experience in the international NGOs in the education or social development area; as well as experience of taking the leadership roles;
  • Good knowledge and understanding of education issues, including teaching methodologies and community involvement;
  • Ability to manage the budget plan, solving problem, delegation, supervisory and coaching;
  • Good command in Lao and English (both written and oral);
  • Computer literate (MS Word, Excel, PowerPoint).

Compensation:

The salary range for each position will be determined based upon the experience of the candidate hired.
