Review & Develop a National Export Strategy for Grenada

Background

In September 2011, the Government of Grenada through the Ministry of Environment, Foreign Trade & Export Development requested for technical assistance from the Commonwealth Secretariat in reviewing the expiring NES and developing a phase two of National Export Strategy with an implementation roadmap for the country. The NES will respond and support the just formulated national strategic vision for promotion of growth and reduction of poverty. Grenada government with the assistance of Commonwealth Secretariat and International Trade Centre (ITC) developed a National Export Strategy in 2006 which identified key sector constraints and sub-optimal performances for the 2 key sectors Agriculture and Tourism. One of the key outcomes of the strategy was the establishment of a National Export Council that would coordinate, monitor and manage the export strategy.

Over the last five years achievements have been made with the Bureau of Standards undertaking capacity building for institutional strengthening and human resources development and of late undertaking product branding programmes for international ISO accreditation. The Small Business Policy has also been developed and housed in the Grenada Industrial Development Council (GIDC) which will support the new Investment Promotion Strategy. Grenada is in process of establishing the National Export Council and Trade Information Portal as two of the major 2006 NES outputs.

Objectives

The following are the main objectives:

  • To review the 2006-2011 National Export Strategy implementation.
  • To develop a new National Export Strategy and 5 year Implementation Plan

The Commonwealth Secretariat is inviting proposals from consultants to provide technical assistance in line with the objectives and deliverables.

Scope of Work

  • Review of the 2006 NES will entail the following:
  • Hold an inception meeting with COMSEC and Ministry of Environment, Grenada’s Foreign Trade & Export Development
  • Prepare an inception report including a work plan for completion of required tasks below
  • Analyse change in government objectives, policies and the economic and social environment between the time the plan was developed to date;
  • Review focus of the 2006 NES; Identification of the sector objectives, strategies and targets that were set by the plan;
  • Review performance of the export sector between 2006 & 2011 by analyzing relevant statistics;
  • Review implementation of the plan by using the targets identified at (b) above as benchmarks;
  • Taking stock of major export climate changes between 2006-11
  • Policy & fiscal interventions:
  • Institutional interventions
  • Transportation – to and within Grenada ( air, road, sea);
  • Other necessary infrastructure that affect exports (product & market access).
  • Review the implementation strategy; in particular the supply side issues and to extent the client and Government have implemented or not implemented
  • Review implementation of the marketing strategies proposed in the plan in relation to changes in the country’s positioning on the international and regional export markets;
  • Identify the factors that affected implementation of the plan.
  • Develop NES Review Report with Recommendations on proceeding with Grenada needs NES

  • Development of a new National Export Strategy & Implementation Plan will entail:
  • Working with the National teams, conduct countrywide consultative meetings with stakeholders (private and public sector) to analyse the current Grenada’s export sectors against new Transformation sectors identified by Government and policy support interventions.
  • Conduct an inventory of the country’s export products capacities and recommend measures to enhance the products value and access to existing and new markets ;
  • Identify and prioritise subsector requirements and interventions necessary for increasing exports.
  • Determine the country’s exports against the region through comparable analysis with other regional countries to identify strategic products;
  • Analyse the market/demand side of the new sectors and recommend packaging for the niche products identified at (c & d) above; based on global market trends and country’s advantage
  • Analyse and recommend new markets entry strategy
  • Identify institutions (both private and public) required for effective coordination mechanism and implementation that will streamline the roles of each institution with regard to implementation of the new plan;
  • Identify the resources required to support the implementation of a new NES i.e. financial, infrastructure and human;
  • Devise an implementation plan; which should provide risks likely to affect implementation, recommending mitigations measures and provide guidelines for implementation process.
  • Hold a symposium to discuss findings of above with stakeholders
  • Develop NES and 5 Year Implementation plan & guidelines

Key Deliverables/Outputs

The successful consultants will deliver the following

For Phase 1: Review of 2006 NES

  • Inception Report
  • Review Report with Recommendations

Phase 2: NES and Implementation Plan

  • Assessment report
  • Markets analysis Report
  • NES & implementation plan

Draft versions of these reports will have to be submitted and reviewed by the Commonwealth Secretariat and Grenada Ministry of Environment Foreign Trade and Export Development and stakeholders before being finalised.

Level of Effort and Duration

The level of effort required from the successful consultants is 16 person weeks over a period of August 2012 to May 2013

Budget

An all-inclusive budget of £35,000 has been allocated for consultancy services which will cover professional fees of £1,500 per person week, daily subsistence allowance economy class international air fares to Grenada for three return trips.

The Commonwealth Secretariat will meet all the costs of the consultation meetings and workshops, printing of reports and support to national teams. Consultants should therefore not put this in their proposed budgets.

Requirements

Track Record and Consulting Experience

The Commonwealth Secretariat is seeking to hire the services of team of 2 consultants possessing the following attributes:

  • Trade development with wide experience in review & planning
  • Market Analysis with wide experience in development of export markets
  • Good experience of working in the Caribbean

Educational Qualifications

  • Post graduate degree in International Trade
  • Post Graduate degree in Marketing

The consultants should possess a good understanding of trade policy issues affecting the small states, new and emerging market blocks and packaging exports products.

Preparation of Proposals

Proposals should clearly indicate the flowing:

  • Methodology proposed to undertake activities outlined in the scope of work
  • Proposed work plan and milestones
  • Proposed budget with all costs clearly broken down
  • Detailed CVs of the proposed team members
  • A breakdown of tasks and responsibilities between the members

Reporting Arrangements

The successful consultant will sign a contract with the Commonwealth Secretariat which will be responsible for making contractual payments to the successful consultant/entity.
