Senior Clinical Advisor - ICAP Swaziland

ICAP is a center within the Mailman School of Public Health at Columbia University supporting the Ministry of Health to provide high quality HIV care and treatment services to the community in the Kingdom of Swaziland. ICAP is funded by the Centers for Disease Control (CDC) under the President’s Emergency Plan for AIDS Relief (PEPFAR). ICAP is looking to fill the below position on our ICAP-Swaziland Care & Treatment Team.

The Senior Clinical Advisor provides clinical oversight for the ICAP-Swaziland program including supervision of technical advisors and establishing effective systems for ensuring technical assistance to the Ministry of Health, supervision and support to all clinical aspects of the HIV/TB Care and Treatment program. S/he also oversees the uniformed services, palliative care and laboratory activities. S/he provides direct technical support to the National ART office and the regional teams of clinical mentors to strengthen HIV and TB care and treatment services. The Senior Clinical Advisor also provides technical support to the Ministry of Health in refining national clinical guidelines and protocols for HIV/AIDS care and treatment services.

DUTIES AND RESPONSIBILITIES:

  1. Support the strengthening, development and management of clinical systems related to HIV/AIDS service scale-up including improved use of information, adherence support, and referral systems.

  2. Provide direct technical assistance and supervision to the ICAP multi-disciplinary teams and the regional supported teams. Such assistance might include: supporting their integration into the Regional Health Management Team, training/mentoring in facilitative supervision using ICAP’s Clinical Systems Mentorship model and providing direct technical support for their work at the facilities.

  3. Provide support to regional clinical teams in data analysis, site support work planning, introduction of new approaches and standardized tools, coordination with M&E for integrated supportive supervision and regular review meetings.

  4. Promote and provide support to the implementation of quality improvement approaches.

  5. Serve as a resource to the MOH in the development or revision of clinical policies and protocols, evaluation of ongoing programs, and in the development of new and/or expanded programs for the care and treatment of HIV/AIDS and represent ICAP in Swaziland in HIV prevention, care and treatment technical working groups and other technical groups as necessary.

  6. Support the Technical Director in providing technical direction and strategy for ICAP in Swaziland programs. Support strategies to improve pre-ART services in collaboration with all key stakeholders.

  7. Provide direct technical assistance to the National ART office. Such support might include: helping to strengthen the national system for Pre-ART service delivery; support training of nurses and doctors for HIV/AIDS service delivery; supporting operational research activities and quality improvement; helping to enhance the national ART providers mentorship systems.

  8. Support and conduct training of site support teams at the regional level, multidisciplinary teams at the ART centers to improve facilitative supervision of clinics.

  9. Evaluate ongoing programs, and participate in the subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS and TB.

  10. Support the development or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials, and monitoring and evaluation tools.

  11. Work closely and in collaboration with other partners to maximize partnership strengths and effectively collaborate to implement program goals.

  12. Draft monthly reports and other reports as necessary to document program achievements and challenges.

  13. Coordinate activities with the ICAP-New York Clinical Unit, including coordination of external clinical technical assistance as necessary

  14. Carries out other duties and responsibilities as defined.

Qualifications:

Minimum Qualifications:

  • MD (MBChB), or professional equivalent plus experience in developing-country health care programs

  • MPH focusing on public health approaches to care and treatment.

Experience:

  • 7+ years experience in developing country health care programs

  • Extensive clinical experience in care and treatment of HIV/AIDS patients (at least 3 years)

  • Experience in directly supporting Ministry of Health Programs

  • Evaluation and operational research experience

  • Experience working with USG-funded projects

  • Experience in mentoring and supportive supervision

Competencies/skills

  • Excellent grasp of clinical issues and current literature on HIV/AIDS/TB Care and treatment

  • Skills in mentorship, training and utilisation of active learning methodologies

  • Excellent interpersonal/cultural skills

  • Good computer skills and proficiency in MS Office

  • Experience in statistical analysis software would be an advantage

  • Strong verbal communication and demonstrated technical writing skills

  • Concept paper and proposal development skills

  • Demonstrated supportive supervision capabilities in leading and managing teams

  • Skills in quality improvement techniques
