Objectives

The Human Resources Management Department (CHRM) develops and implements human resource management policies and strategies that allow the African Development Bank (AfDB) to attract, recruit, develop, retain and maintain a high quality, performing and productive team of professionals.

Duties and responsibilities

Under the general supervision of the Head of the External Relations and Communication Unit (ERCU), and the direct supervision of the Director, CHRM, the incumbent will ensure that clear and effective corporate human resources management messages are developed and disseminated to appropriate audiences. She/he will recommend how to frame and or position key Human Resources (HR) related messages; draft the department’s communications to staff, including the coordination of communications relating to large strategic initiatives such as change management. Messages will be disseminated via various channels, including the internet, intranet, newsletters and audio-visual materiel. The incumbent will equally undertake the following duties:

  • Ensure clear and effective message are developed and disseminated;
  • Draft communications to Bank staff and coordinate the communications component of large strategic initiatives (e.g. change management) in all, including the internet, intranet and extranet;
  • Ensure effective and timely dissemination of key HR message to relevant audiences through appropriate Channels;
  • Design and execute internal and external HR communication strategies in line with on-going HR initiatives (under the dual guidance of CHRM and the AfDB’s External Relations and Communications Unit (ERCU);
  • Effectively communicate HR policies to Bank staff;
  • Create messages (using a variety of different media) for HR initiatives, programs, and relevant topical issues;
  • Coordinate technical, legal and stakeholder reviews to ensure accuracy and effectiveness of communications;
  • Partner with business units, to ensure that information is communicated in a relevant and timely manner;
  • Ensure that all CHRM communications meet internally-set quality and consistency standards in line with AfDB’s institutional branding and image;
  • Incorporate HR messages into Bank-wide communications vehicles;
  • Prioritise the communication of HR initiatives and set an end-to-end communication plan for each initiative;
  • Recommend to HR management and ERCU how to frame and position key strategic and operational issues to be communicated ;
  • Act as the communications coordinator for the launch of special HR programmes and events, as needed, in close collaboration with ERCU;
  • Work closely with ERCU, HR Manager and teams to leverage communications as part of change management processes;
  • Work closely with the External Relations and Communications Unit to standardise internal and external communication mediums;
  • Maintain thorough understanding of the organisation’s business strategy; HR business plan;
  • key business drivers; stakeholders, and new and on-going corporate initiatives, remaining abreast of current issues and challenges;
  • Edit, format and proof read all internal strategic documents for the Corporate Services Vice-Presidency, the Senior Management Coordination Committee, the Committee on Administrative Affairs and Human Resource Policy Issues, the Office of the President, an the Board of Directors for approval;
  • Develop and manage CHRM’s intranet site, brand, and other communication platforms;
  • Support Bank’s internal communications.

Selection Criteria

  • At least a Master’s degree in Communications, Advertising, Public Relations or related fields.
  • Experience/Knowledge/Professional qualification in Human Resources Management or related subjects will be an added advantage;
  • At least five (5) years of relevant experience working in the field of Communications, where practical in depth knowledge and skills were developed;
  • Demonstrable experience to grow and develop an HR communication strategy, improving processes, and advising management and colleagues on internal communications’ issues;
  • Ability to partner with management and other staff to ensure that information is communicated in a relevant and timely manner.
  • Ability to research, develop and promote new communication tools or methods.
  • Strong organizational skills with excellent attention to detail.
  • Experience working with websites/intranets, producing content for the intranet and other publications.
  • Strong client orientation and the ability to build and manage relationships at all levels.
  • Demonstrated capacity to work in a team-based multicultural environment.
  • Excellent spoken and written English or French, and a working knowledge of the other language.
  • Competence in the use of AfDB’s standard software applications (Microsoft Word, Excel, PowerPoint, Project, Access). User knowledge of SAP would be an advantage.
