Senior Technical Advisor , International Youth Foundation
The Senior Technical Advisor (STA) will provide oversight and technical input and leadership into the design and implementation of an anticipated USAID-funded program focusing on providing youth leadership and life skills in the West Bank through Youth Development Resource Centers (YDRCs). This includes identification of skills development needs and priorities; development of training plans, curricula and training programs; delivery of training to partners and beneficiaries; and identification of additional technical specialists as needed. S/he will also be responsible for supervising, coaching and supporting a team of professional program officers who are implementing this program. Furthermore, the STA will work in close coordination with other members of the senior team to ensure that the program achieves its objectives. The STA will be based in IYF’s office in Ramallah and responsible for technical program implementation and monitoring on a full-time basis. Hiring for this position is contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate for this position.
Job Responsibilities/Specific Duties
• Lead the program’s technical effort in the design, implementation and successful achievement of the program’s results covering the grants making and capacity strengthening activities of IYF’s partner organizations.
• Provide support to the design and implementation of grants activities implemented by partner organizations with program funding.
• Deliver training, coaching and quality assurance to the program’s capacity strengthening process and/or provide support to other members of the team involved in this effort.
• Proactively and continuously identify and suggest ideas for program improvement and/or expansion.
• Establish good professional relationships with key actors, including USAID, relevant Ministries, donors’ representatives, private sector, training institutions, YDRCs, and YSIs, to leverage existing activities, identify gaps projects could fill, avoid duplication, and maximize synergies.
• Review M&E data and reporting, track project performance and identify best practices in cooperation with Monitoring and Evaluation team.
• Draft communications documents and/or review documents prepared by other members of the team in close coordination with the Communications Manager.
• Identify areas for evaluation and learning activities, as well as learning events of importance to broader stakeholder community.
• Promote collaboration and coordination amongst implementing partners.
• Successfully encourage private sector partners to commit to provide funds, project resources, internships, jobs, and volunteers to support projects funded by IYF.
• Provide regular updates on implementation progress and prepare required contributions to quarterly reports; generate other technical reports as required.
• Actively participate in the annual program implementation process and draft sections of this plan in coordination with other members of the team.
• Supervise Program Officers, including providing regular professional support and coaching to supervisees, assessing their performance and recommending improvements they can make to achieve their annual objectives and project’s goal in general.
• Identify any problems and challenges that may arise and offer solutions accordingly.
Supervisor
Reports directly to the Chief of Party based in Ramallah, Palestine.
Required Experience & Qualifications:
• A Master’s degree or equivalent in business administration, Workforce Development, Education or a closely related field is preferred.
• Minimum of 7 years of experience working on youth development programming in the region. Experience working on Public Private Partnerships is preferred.
• Demonstrated ability to find viable solutions to complicated problems in a flexible, time-sensitive and creative manner.
• Experience successfully working with the public sector, the private sector, and/or civil society, community based organizations, local communities, local government and donors and in developing effective capacity building methods.
• Solid “troubleshooting” skills and sound judgment in dealing with partners experiencing implementation challenges.
• Ability to work under pressure and meet tight deadlines is essential.
• Experience working on USAID-funded programs in West Bank and Gaza and/or the Middle East region. Working with others donors is an asset.
• Demonstrated experience managing teams of diverse actors to produce programmatic results.
• Excellent command of English and Arabic, both oral and written is required
