Project/Proposal Summary: Zimbabwe aims to reduce maternal mortality to 300 deaths per live births and halt the spread of HIV/AIDS by 2015. A critical part of these goals will be to address mother-to-child transmission of HIV (MTCT).This five year second year PMTCT program will: a) provide technical and other assistance to the national level of the PMTCT Program; b) strengthen provision of clinical services for comprehensive PMTCT; c) strengthen pediatric HIV services; d) conduct operations research; and e) strengthen the continuum of care for mother, infant and family.

Position Summary: Responsible for assisting the national PMTCT program to populate and report out on frameworks to evidence progress and the overall status of HIV prevention programs in the public sector. Will also seed systems to collect data on annual programs work plans, while accommodating facility or district-level specific M and E needs.

Responsibilities:
• Collaborate with the Ministry of Health and Child Welfare (MOHCW) to develop results-based frameworks, monitoring and evaluation tools, and training curricula specific to M and E for PMTCT.
• Support partners through capacity building, monitoring visits and targeted trainings in related areas like M and E, commodities forecasting, lab forecasting, and results-driven program management.
• Liaise with district and provincial level partners in the MOHCW to assure M and E data drives policy and procurements as applicable. Including the provision of commodities for the expansion and adoption of the WHO 2010 guidelines for PMTCT.
• Provide practical guidance on indicators. Increase MOHCW capacity in site support and supervision specific to M and E. Ensure that partners from the facilities through the MOHCW understand the required indicators, their source, and ways to mitigate errors that may affect data quality or timeliness.
• Support increased collaboration between MOHCW and other ministry units, laboratory, and Pharmacy, etc. affiliated with PMTCT.
• Ensure the accuracy, timeliness and completeness of reports for national level planning, performance reviews, program updates, as detailed in the annual work plan.

Qualifications:

• Must be able to support the development of health and MNCH or HIV-oriented monitoring and evaluation tools, protocols and training curricula.
• Must also have experience in data quality training and auditing.
• Requires a public health, sociology, statistics or related degree.
• Must have 5-7 years experience supporting M and E in southern Africa for HIV or MNCH related services.
• Experience working with the public sector in a Southern African Development Community (SADC) member country required.
• Citizens of SADC member countries preferred.
• Demonstrated ability to develop and maintain effective working relationships with mid and senior level government counterparts desired.
• Familiarity with USAID results-based programming frameworks desired.
