Coffey International Strategic Management Adviser

Contract to 31 March 2014.

Travel to provincial areas of PNG will be required.

The Provincial and Local-level Governments Program (PLGP) is a partnership between the Government of Australia and Government of Papua New Guinea (GoPNG) for improved service delivery for the men, women and children of Papua New Guinea.

PLGP is Australia’s mechanism to support initiatives of the Government of PNG that aim to improve public administration within the sub-national levels of government.

The Provincial and Local-level Governments Program (PLGP) is currently seeking a Strategic Management Adviser to work within the National Economic & Fiscal Commission (NEFC). Accountable to the NEFC Chairman, your primary role will be to promote the reform and implementation of the whole-of-government initiatives focused on improved intergovernmental financing, leading to improved services delivery to the people of Papua New Guinea.

This role will support NEFC achieve its strategic goals and objectives by engaging with a range of relevant national agencies to assist in effective implementation and communication of the new financing arrangements.

To be considered for this position, applicants will need to demonstrate extensive experience in senior level roles in the public sector with responsibility for development government policy, implementation of public policy and significant change initiatives in a challenging environment. Demonstrated skills of building team skills and capacity is desirable. A post-graduate qualification in public policy, law, finance, economics or similar is necessary.

The candidate needs to demonstrate a strong level of comfort with financial and numerate information, and how to use it in policy formulation and communication activities.

The AusAID Adviser Remuneration Framework (ARF) applies. This position is classified as discipline D, level 4.
