Consultancy: Indicators to Measure Achievement of Results with Respect to the Realization of Human Rights

Purpose

A consultant is being sought to develop outcome indicators to measure the achievement of results with respect to the realization of human rights. The indicators are to cover all programming areas of UNICEF: health, nutrition, water, sanitation and hygiene, education, HIV and AIDS, child protection and early childhood development, and should take into account both development and emergency contexts. These indicators should be specific to the programming level (in relation to MoRES), the organizational level (in relation to the MTSP) and the global level (in relation to the post-2015 agenda).

Qualifications and Competenceis

• Advanced university degree in social sciences and/or related fields.
• Senior consultant with 10-15 years of professional experience in social/international development.
• Solid knowledge of international human rights standards and UN human rights mechanisms.
• Research expertise in monitoring and evaluation.
• Demonstrated experience with developing community- and national-level indicators on social outcomes.
• Experience in quantitative and statistical analysis as well as qualitative research methods and the development of indicators and measurement tools.
• Knowledge of UNICEF’s areas of work.
• Excellent writing skills in the English language.

Duration: September-December 2012; 40 working days within this timeframe
