The Senior Grants and Contracts Specialist manages a portfolio of Awards, including the issuance of Subawards. Under the supervision of the Manager, Awards and Subawards Management Team he/she works independently and is responsible for his/her book of business while remaining aligned with the team and other Office of Sponsored Programs (OSP) staff. This role is responsible for understanding funder terms and conditions and ensuring compliance. Specific functions include:

  • Manage a portfolio of awards and facilitate the timely review and execution of new awards and amendments;
  • Understand the nature of the award by reviewing the Project description including RFAs/RFPs/project narratives and other supporting documentation;
  • Ensure compliance with Federal regulations and sponsor-specific requirements;
  • Negotiate with sponsors/funders for terms and conditions acceptable to PATH and propose alternative language, as appropriate;
  • Understand federal compliance rules, regulations and standards associated with federal funds (CFRs, FAR, AIDAR, A-110, A-122, A-133);
  • Provide guidance to Project Administrators and Office of Sponsored Programs on terms and conditions of active awards, including any restrictions.
  • Manage all subordinate agreements under his/her portfolio of awards and work closely with the Program team to draft new subordinate agreements and amendments under active sponsored awards
  • Provide analysis, evaluation and recommendation to improve award/subaward management associated policies and procedures within pre-established parameters;
  • Contribute to the strategic vision of the team by providing input to the team’s annual workplan
Required Skills
  • Detail-oriented with strong negotiation and communication skills;
  • Experience with interpreting rules and regulations
  • Ability to work independently with a high degree of reliability and accuracy
  • Sufficient knowledge of Federal regulations related to fiscal management of federal funds such as OMB A-133, OMB A-122, FAR, and experience working with international donors/sponsors both for profit and non-profit.
  • Advanced Knowledge of Excel, Macros and intermediate Knowledge of Word, Outlook, Dynamics SL, and other Microsoft Office products highly desirable.
Required Experience

Bachelor's degree in international development, social sciences, business or a related field, and five years' of contract management experience. Understanding of fund management and basic accounting, as well as experience relating to management of sponsored funds preferred.
