Warehouse and Procurement Systems Development (WPSD) Advisory Consultant

Duration: 10 September 2012 to 10 December 2012 Reports To: Interpeace Elections Administrator

Description: The WPSD advisor will work directly with the National Election Commission (NEC) warehouse manager and procurement team to develop and produce an elections ready program ensuring that appropriate procedures are recorded and produced to make the warehouse election ready. You will also be capable of creating a 360o procurement system identifying procurement orders from the procurement office and establishing clear delivery notifications to financial sections and procurement. The expert will be capable of working to acute time limits while encouraging their counterpart to do the same.

The expert should show or immediately develop an understanding of the peace building attributes of Interpeace and appreciate how this culture underpins our efforts in individual and institutional development.

Language Requirements: An excellent command of both written and spoken English is essential.

Education/Experience: At least 5 years experience in the development and implementation of warehouse and or procurement programs and materials with an electoral management body (EMB).

Compensation: Consultancy daily rate negotiable at 6 days per week. Accommodation and additional per diem included as well as return trip to home of record. All other costs including taxes (home of record) and insurance to be covered by consultant.

• Coordinate and support the National Election Commissions (NEC) warehouse manager and procurement officer in their efforts to:

- Create and implement a program plan of activities that meet the need of the NEC’s current electoral event

- Ensure that all systems are designed to a high quality standards and produced on time and within budget

- Ensure that all systems developments meet the current needs of the NEC and are capable of development for future activities

- Advise the NEC warehouse manager in all areas of election activities, requirements and responsibilities

- Support the NEC procurement officer in the implementation of all procurement programs

- In more general terms, support the Interpeace Democratization Unit in their sustained efforts of electoral preparation and assistance to the NEC.

• Ensure that all expertise are embedded with specific NEC counterparts and supporting the direction of NEC.

• Mentor NEC warehouse manager, procurement officer and other talented NEC staff in all aspects of electoral activities.
