UNITED NATIONS RELIEF AND WORKS AGENCY FOR PALESTINE REFUGEES IN THE NEAR EAST UNRWA

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

UNRWA regularly requires technical experts and managers with international experience to perform specific professional level assignments related to projects and emergencies. For this purpose UNRWA invites interested persons to register for inclusion in its Safety and Security Experts Roster.

The primary responsibility of the selected candidates will be: • training of area staff, especially movement related, including operation of armoured vehicles (AVs), convoys, emergency response drills and movement control; • maintaining situational awareness across the area of operations in Syria, from all sources (including area staff, local media, other local sources), including mapping of incidents, production and dissemination of related updates; • implementation and supervision of the agency’s movement control system; • guard training and supervision of guard operations; • liaison with local entities as and when required; and • security assessment/assistance missions to other areas (other than Damascus) as and when required.

Successful Roster applicants should have several years of experience operating in a high-risk environment, including experience in: • directly supervising guards, preferably both armed and unarmed; • operating movement control systems (i.e. a radio room); • training of national staff, especially movement related; and • usage of AVs, preferably both as (experienced) drivers and in a training capacity.

The successful candidates must be native Arabic speakers and at the same time fully proficient in English. Some experience of working with an international organization or NGO, and that preferably in a security related role, would be required. Previous military and/or police experience, plus experience in incident mapping / SIOC operation, as well as experience of working within the UN Security Management System (UNSMS) is desirable, although the latter can be substituted with relevant experience from the governmental or commercial sector.

Remuneration Remuneration and other contractual modalities will depend upon the needs of the assignment and the candidate's qualifications, experience and the level of expertise.
