Plan is a child-centred community development organisation: we work with children, their families, communities, organisations and local governments to bring about positive change in 50 developing countries. Plan's work is linked to the United Nations Convention on the Rights of the Child, which spells out the human rights of all children. Plan Nederland is member of the Plan International network and one of its tasks is to raise funds on the private, corporate and institutional markets.


For our department Institutional & Corporate Partnerships, we are looking for a fulltime:

Senior Resource Mobilisation Officer
With a focus on fundraising at the European Commission

Place in the organization
Accountable and reporting to the manager Institutional & Corporate Partnerships.

Purpose of the function
Resource mobilization for the projects of Plan International among institutional donors, mainly the European Commission (EC), but also granters such as the Dutch government and/or multilateral institutions (UN bodies). As a Senior Resource Mobilisation Officer you are responsible for identifying Calls for Proposals and coordinating development of project proposals, in close cooperation with our Thematic Advisors and colleagues in the Country Offices.

Result Areas

  • Identify trends and developments among institutional donors (with emphasis on the EC) and pursue funding opportunities for projects of Plan.
  • Identifying, developing and editing of high quality proposals (especially the EC), often in collaboration with a project team consisting of thematic experts from the Plan Nederland office and Country Offices.
  • Monitoring donor compliance during the implementation of the granted projects and relationship management with our institutional donors. Our colleagues at the Country Offices are responsible for implementation; our Thematic Advisors monitor PME and provide technical support.
  • Capacity building within the Plan International organization on proposal writing, particularly answering to EC Calls for Proposals.
  • Contribute to the development and implementation of the EC resource mobilization strategy of Plan International in collaboration with other European Plan organizations and our Plan Europe office in Brussels.
  • Participate in network meetings regarding EC funding – both in and outside the Plan International organization.

Knowledge and experience

  • Relevant training at University level in specific topics of expertise in the field of development.
  • At least 8 years’ experience in the Development Cooperation sector, of which at least 5 years’ experience in resource mobilization with demonstrable results. Experience in developing applications for the EC is required.
  • Large network in the area of institutional donors.
  • Experienced in writing proposals.
  • Dutch and English fluently spoken and written. Spanish and / or French is a plus.

Personal Profile
You are an expert in writing bid winning proposals with the aim of raising funds among institutional donors. An experienced proposal writer with a passion for and experience in development work. You are able to work well under pressure.

Internal contacts
Together with the team Program Development and Management, the team Institutional & Corporate Partnerships form the International Program Department of Plan Nederland. You will be working closely together with the Program team.
