Country Representative, Cambodia

The Foundation seeks a Country Representative to work in its Cambodiaoffice. The Country Representative is the senior most Asia Foundation employee in Cambodia and is accountable for all programs, operations, and external relations in accordance with Foundation strategies and policy guidelines. The Country Representative provides overall leadership and is responsible for managing all aspects of the Foundation’s work in Cambodia, including the design, implementation, monitoring, evaluation, and reporting of program activities; fundraising and the diversification of donor support; security, administration, fiscal management, and grant management; and the direction, supervision, and evaluation of employees. The individual filling this position represents The Asia Foundation with the host government, donors, partner agencies, diplomatic missions, national and international institutions, and the media.

Requirements: A minimum of ten years of progressively responsible professional experience, or the equivalent, in international development in Asia with private, public, bi-lateral, or multi-lateral development institutions and non-profit organizations; proven track record of program development and fundraising from diverse public and private and non-traditional sources; experience in strategic planning, fundraising and managing international donor-funded projects, reporting; proficiency with financial and grants management and budget control; close familiarity with current donor mechanisms, the Paris Declaration on Aid Effectiveness, and the Millennium Development Goals; and a masters degree or doctorate in a relevant field.

Also required are strong team building, representational, and diplomacy skills; demonstrated management skills and experience with supervision of multi-disciplinary teams; strong analytical and problem solving skills; excellent verbal and written communication skills, including public speaking experience; and proven interpersonal and intercultural skills. The ideal candidate will possess knowledge of and professional experience in Cambodia, language proficiency in Khmer, and background or technical proficiency in one or more of the following fields: governance, political science, law, social sciences, public policy, public administration, and economics.
