Article 19 Senior Programme Officer, Middle East and North Africa (MENA)

Responsible to: Executive Director (under review)

Responsible for: Regionally based ARTICLE 19 projects consultants or staff in Libya (to be recruited)

Key relationships: ARTICLE 19 Tunisia staff; Law programme; Senior Compliance Officer; Fundraiser; Monitoring and Evaluation Officer

Contract: Two year contract, subject to renewal

Working hours: Full time – 37.5 hours per week, although 3 or 4 days / week will be considered. Regular travel within the North Africa and Middle East region

Fee: If based in the UK circa £32k commensurate with qualifications and experience. A higher fee may be considered for exceptional candidates. If based in the MENA region, fee will be negotiable according to local fee conditions and ARTICLE 19 ability to pay

Location: London although consideration will be given to working from home-based locations in the MENA region

Role Summary

The Senior Programme Office, MENA will lead ARTICLE 19 work on freedom of expression and access to information in the Middle East and North Africa region, including in response to the Arab Springs and democratisation process initiated in the region. In particular, he/she will be responsible for the effective planning, coordinating, implementing and reporting on existing projects in Tunisia and Libya, and for supporting the work of the ARTICLE 19 Tunisia office. She/he will take a lead role in identifying new project partners, and developing new project concepts and funding proposals for donors. He/she will be an ambassador for ARTICLE 19 in the region, including by ensuring media/social media coverage of ARTICLE 19 work. With the Executive Director, she/he will develop a regional strategy to strengthen ARTICLE 19 responses to revolutions and democratic processes in the Middle East.

Main responsibilities:

1. Implement current projects on Legal and Policy Reforms in Libya, and on Protection of Journalists and CSOs in Tunisia and Libya, including:
• Identify and manage strong collaborative relationships with project partners in Libya
• Plan, organise and deliver project activities with partners and technical consultants as appropriate, including trainings, roundtables, seminars, networking events, etc
• Coordinate and implement national and international advocacy and lobbying efforts related to the projects, including by drafting or reviewing press releases, or statements
• Ensure timely drafting, translation, printing and dissemination of relevant project publications
• With Monitoring and Evaluation adviser, put in place adequate framework for monitoring and evaluation and provide appropriate monitoring, documentation and evaluation of the projects
• Oversee budgets and producing financial reports
• Produce narrative reports for donors as per project contract

2. Provide strategic and technical support to ARTICLE 19 Tunisia office to strengthen their capacities to deliver including:

• Provide guidance over projects development and projects implementation; and partnership; Participate to activities
• Review and revise where appropriate external outputs, including press releases and statements, and reports
• With Monitoring and Evaluation adviser, put in place adequate framework for monitoring and evaluation and ensure its implementation
• Review and revise where appropriate narrative and financial reports to donors and communicate with donors as appropriate

3. Develop ARTICLE 19 strategy and projects for the region:

• Monitor freedom of expression trends in the MENA region and keep abreast of political, economic and social developments in the region
• Develop strategic and operational plans for ARTICLE 19’s work in the region
• Identify new partners
• Develop donor relations in the region. Design and draft projects proposals

4. Maintain and strengthen A19 profile in the region:

• Represent ARTICLE 19 at meetings and other activities within the region and internationally
• Identify opportunities for ARTICLE 19’s work and added value in the region
• Identify appropriate responses to the situations on the ground, including through statements, lobbying, advocacy and/or campaigns
• Coordinate and secure high profile media coverage for ARTICLE 19’s work in the Middle East and North Africa region

5. Contribute to ARTICLE 19’s overall work:

• Participate to thematic working groups across the organisation and ensure cross-learning and collaboration with other regional/thematic programmes and offices
• Contribute to overall ARTICLE 19 institutional learning, policies and strategies on behalf of the MENA regional programme
• Produce reports, articles and other pieces for ARTICLE 19 publications and website on behalf of the MENA programme

Person Specification

ESSENTIAL

1. Experience
• Significant demonstrable experience work in the field of freedom of expression or human rights in the Middle East
• Experience in working in a politically sensitive environment
• Significant demonstrable experience of project management including project planning and implementation
• Significant demonstrable experience of fund-raising, strategic planning and budgetary processes within an organisation
• Substantive experience drafting reports for donors and funding proposals

2. Skills and abilities

• Written and spoken fluency in French, English and Arabic, including the ability to write materials suitable for a variety of audiences and to tight deadlines
• Ability to work and address politically sensitive issues
• Ability to work under pressure and manage time effectively
• Excellent interpersonal skills

3. Education/Training/Qualifications

• Educated to degree standard or equivalent

4. Knowledge

• Good to excellent knowledge of the Middle East and North Africa region – politics and/or history, economics, etc
• Good knowledge of international and regional human rights law and mechanisms
• Familiarity with international and regional legal standards on freedom of expression and freedom of information

5. Other Requirements

• Must already have the right to work in the UK or in the MENA country mutually agreed as base
• Ability to travel in the MENA region without restrictions
• Commitment to work within ARTICLE 19's philosophy and objectives
