Associate Director, Cost and Pricing in Washington DC

Position Description:

  • Responsible for guiding pricing strategy and providing cost/budget analysis to support decision-making throughout the organization.
  • Responsible for the complete development of complex financial proposals.
  • Develop and review of complex financial proposals which may include relevant regulations, salary/rate negotiations, other cost research, and client/partner/funder liaison.
  • Preparation of subcontractor cost proposal budgets and negotiation with subcontractors and consultants.
  • Analyze solicitations to advise program staff and technical writers how to best conceptualize the cost proposal and to fully incorporate budgetary issues into the development of the technical proposal.
  • Review technical approaches (technical proposals) to ensure that the budget is aligned with the needs/programs/outcomes of the approach.
  • Conduct cost research and analysis to ensure cost realism.
  • Create and maintain and coordinate hand-off of comprehensive proposal files that fully document the creation and evolution of the original submission through the award notification.
  • Accountable for the accuracy, completeness, and compliance of the cost/price proposal.
  • Assist negotiating team in preparing offers and counter-offers and making recommendations on the financial impact of terms and condition trade-offs.
  • Maintain a negotiation audit trail of adjustments from initial proposal through final price agreement.
  • Ensure cost estimates are justified and supported, documenting and maintaining cost proposal files, and performing cost price analysis on subcontractors and competitors.
  • Manage the development and submission of compliant business proposals, including compliance with FHI 360 policies, requirements and standards.
  • In support of FHI 360’s Resource Development, leads the business development process, working effectively with other departmental staff and managers.
  • Due to the heavy workload and multiple deadlines, must interact and collaborate extensively in strategizing and developing and producing simple or complex costs proposals during the initial, BAFO, and negotiations(s) phases.
  • Prepare cost proposals and pricing cost narratives in response to RFA’s, RFP’s and unsolicited proposals for new funding opportunities as needed. Knowledge of generally accepted accounting, budgeting, and fiscal control theory and practices.
  • Relate to scientific/technical personnel who may have little or no knowledge of fiscal control procedures and practices.
  • Knowledge of USAID or other donor funded programs such as DFID, Global Fund, BMGF, and UNDP, including procedures and regulations. Relevant software skills to include spreadsheet and data base software and Management Information Systems.
  • Strong bid/development skills and actual hands-on past experience in preparing project budgets.
  • Work independently with initiative to manage high volume work flow, may structure work of staff members.
  • Demonstrated time and task management (multi-tasking) to meet multiple and often short deadlines.
  • Demonstrated communication and people skills to work effectively within a diverse organization, as well as outside of the organization.
  • Routine coordination with FHI 360 employees and consultants, on-site and in the field.
  • Work with people to coordinate work assignments with other individuals, and to resolve problem situations with tact. Interacts with country offices and regional staff members. Ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
  • Supervises 3 or more Cost & Pricing Senior staff including C&P Managers.
Minimum Requirements:

BS/BA in Accounting or Finance or related field, and 7 - 9 years relevant experience in budgeting, cost proposal development, financial analysis and contracts negotiation; or MS/MA/MBA with 5 - 7 years relevant experience in the same fields; and three years of experience with the Federal Acquisition Regulations (FAR) and Agency for International Development Acquisitions Regulations (AIDAR); regulations governing USAID, HHS, CDC, World Bank, UNDP, etc; federal compliance rules, regulations and standards associated with federal funds and non-profit accounting (A-110, A-122, A-133 and 22CFR226).
