Introduction

The Caribbean Development Bank (CDB or the Bank) is seeking to recruit an experienced professional to perform the role of Knowledge Management/Public Education (KM/PE) Specialist for its Canadian International Development Agency (CIDA) funded Community Disaster Risk Reduction Fund (CDRRF) Project. The successful candidate will be based at CDB’s office in St. Michael, Barbados.

The CDRRF Project is focused on implementing natural hazard risk reduction, and climate change adaptation (CCA) through community-level demonstration sub-projects aimed at reducing risk to vulnerable populations. It is expected that the CDRRF will generate experience-based knowledge from the pursuit of these sub-projects to fill existing national and regional knowledge deficits as well as undertaking a targeted strategy for dissemination of knowledge generated. The project is also expected to develop guidelines for enhancing the consideration of disaster risk management and CCA in country poverty assessments in order to more accurately measure the impact of natural hazards on household and national poverty. Demonstration sub-projects will be supported on a competitive basis.

The KM/PE Specialist will guide the design and implementation of a KM/PE strategy and KM/PE measures for the CDRRF and related sub-projects. The KM/PE Specialist will have a key role in documenting the success or otherwise of Community Disaster Risk Reduction (CDRR)-supported interventions, providing evidence of impact and demonstrating good value for money as well as for sharing best practices and lessons learned.

The department

The Projects Department is primarily responsible for the efficient and cost effective identification, preparation, appraisal and supervision of CDB’s portfolio of public and private sector, utility and technical assistance projects consistent with the Bank’s policies, procedures and conditions.

The Environmental Sustainability Unit is responsible for the design and execution of programmes and projects in the areas of disaster risk reduction, climate change response and the environment.

The role

Reporting to the Project Manager (PM), CDRRF, the objectives of the KM/PE Specialist will be to:

- Guide the design of appropriate KM/PE strategies for the CDRRF and for the CDRR-funded sub-projects.
- Coordinate the implementation and delivery of the KM/PE outputs and outcomes of the CDRRF and approved sub-projects.
- Document the success or otherwise of CDRR-supported interventions, providing evidence of impact and demonstrating good value for money as well as for strategically disseminating best practices and lessons learnt.
- Develop programmes for dissemination of information and public education.

Key responsibilities

The KM/PE Specialist will:

- Support the design and targeted delivery of the CDRR KM/PE strategy in collaboration with the PM and Monitoring and Evaluation (M&E) Specialist. Facilitate the development of CDRR sub-project KM/PE strategies.
- Coordinate the collection of existing and/or new data, as necessary, to give effect to agreed KM/PE strategy for the CDRR-funded project as well as for approved sub-projects.
- Design, develop and, where appropriate, coordinate the development of electronic and printed information products and information systems (including, but not restricted to databases, websites, technical guides, newsletters, booklets, brochures, posters, presentations). Write and edit information products and produce videos, as appropriate.
- Certify that all electronic and printed media information products for the purpose of communicating and promoting the CDRR are presented in appropriate and accessible formats for all audiences envisaged in the KM/PE strategy. Certify quality of both oral communication and written materials.
- Work with the M&E Specialist to coordinate and guide the development of case studies from the demonstration sub-projects.
- Coordinate CDRR media relations, public relations and general inquiries from external parties for the purpose of providing information. Develop and maintain strong positive relationships with key CDRR stakeholders, target groups and the public.
- Develop and maintain KM/PE metrics.
- In collaboration with CDRR team members develop periodic Public Relations reports on CDRR and CDRR-client results and successes. Record and report KM/PE progress against the Annual Work Programme and Budget.
- Procure, guide and supervise Consultant(s) as required to implement the development of KM/PE outputs.
- Develop a plan for project-related capacity building on KM/PE and organise training with stakeholders in KM/PE skills.
- Certify KM/PE outputs for compliance with the CDRR Project Agreement.
- Collaborate with relevant boundary partners within CDB to inform the quality of outputs to be disseminated.

Qualifications and experience

The successful candidate must have:

- At least a Bachelor’s degree in a field related to Communications, Information Science, Public Relations, Journalism or a related field with at least three to five years of experience as a knowledge manager, writer, editor, and/or business communicator. Experience in working for an organisation where communicating environmental, disaster risk, social, or development issues and generating knowledge products, was an objective, would be an asset.
- The ability to self-start and to strategically plan their own KM/PE work and that of the organisation, while balancing a diverse and demanding workload.
- Familiarity with results-based project cycle management and have experience in using different media.

- Excellent oral and written communication skills in English and ability to meet deadlines while working collaboratively in a team environment. Candidates must be able to work in a fast-paced and time-sensitive work environment, and possess a high degree of discretion and tact in dealing with internal and external clients and stakeholders at all levels.
- Proficient in the use of the Bank’s standard software and Microsoft Office Suite. Knowledge of information databases will be a strong asset.

Contract type
Terms of appointment

This is a fixed-term contract for a period of two years in the first instance, with the possibility of renewal. The successful candidate will be required to work on a full-time basis. Salary is competitive and commensurate with qualifications and experience.
