National D1, 1-Year fixed term, based in Yangon
Dimensions
- Delegated authority in achieving project/purpose to work effectively with partner's staff, Oxfam internal staff and associated collegues form Allies and/or network
- Problems vary and include a combination of routine and some complex.
- Work pattern is a mixture of reactive and project work, with a greater emphasis on strategic approaches.
- Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team.
- Communication largely with internal staff, (including internationally) also with some external contacts / target audiences to support operational work.
- Analysis and communication of some complex information at a simple level to a wide audience to promote and influence.

Skills and Competence
Essential:
- At least 5 years experience working in the community-based development and in humanitarian intervention
- Experience in partnership with civil society organisations have some OD knowledge
- Knowledge and experience in managing the project cycle, including project planning, implementation, monitoring and evaluation
- Proven experience of integrating gender into project design and monitoring
- Influencing and negotiation skills, with a demonstrated capacity to balance flexibility and tenacity
- Understanding of basic concepts of humanitarian and development work
- Good administration and information management skills
- Gender knowledge and promoting women leadership skill
- Excellent written and verbal communication skills
- Excellent interpersonal skills, as well as, ability to work independently
- Flexible work attitude to manage multiple priorities
- Good organizational and planning skills
- Willingness to learn and gain skills
- Fluency in spoken and written English
- Computer skills (familiarity with Microsoft Word, Excel)
Desirable:
- A willingness to travel, sometimes at short notice.
- Experience in the development of programme strategies
- Experience in emergency preparedness/response and/or development programming
- To be familiar with and experience of abiding by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. Sphere Minimum Standards).
