Job Purpose
 
To support the ACC PC in the development and delivery of Oxfam's climate change advocacy agenda particularly on renewable energy and take responsibility in implementing the same.


Dimensions

  • Draws from a variety of information sources to inform decision
  • Required to make sound judgements within agreed processes and using good understanding of the team and the facilities of the team in order to solve problems of a varied nature and resolving day-to-day problems without upward referral; will manage a mixture of proactive projects and reactive work where problems will vary and will include a combination of routine and complex ones
  • Provide advice on climate change, particularly renewable energy advocacy across the organization.
  • Management of renewable energy projects or elements of larger economic justice projects
  • Impact of this role is significant within the Advocacy, Campaigns & Communications team and may have wider, organizational impact.
  • Collaboration with the other programme officers or country/senior managers


Key Responsibilities

Renewable Energy Advocacy and Project Delivery 
  • Support the development of the renewable energy strategy of Oxfam integrated in our sustainable livelihoods work. § Lead in the implementation of planned renewable energy project activities.
  • Build alliances and collaborative ways of working,
  • Manage relationships with partners, alliances and other such relationships with key stakeholders; establish collaborative ways of advocacy and campaigning with a broad range of stakeholders on climate change issues.
  • Ensure coherence of country campaign plans on climate adaptation and climate finance with regional and global campaigns.
  • Collaborate with the other members of the ACC team, joint Oxfam Mindanao program and with other units of the Oxfam GB country program in support of integrated programming on climate change across Oxfam's units in the Philippines.
  • Ensure strong linkages between campaigns and our livelihoods work in Mindanao and in our Rights in Crisis/ DRR work.
Partnership Management 
  • Monitor, produce and compile regular reports and updates on the implementation of the renewable energy project for partners, donors and Oxfam bodies.
  • Manage partnerships throughout the whole project cycle: appraisal, monitoring of implementation, evaluation, and exits; ensure that implementation will deliver the desired outcomes
  • Support the learning process, ensuring that learning feeds into the improvement of overall advocacy and program quality of the economic justice program.
  • Maintain project documentation in Oxfam's Programme Accountability and Learning (OPAL), ensuring that quality standards of documentation are achieved and that appropriate information is generated for management and communication purposes.
Human and financial resource management 
  • Manage grants to partners, ensuring compliance with Oxfam's mandatory procedures on appraisals, partner selection, monitoring, reporting and project closures
  • Develop and maintain good donor engagements through the development of funding proposals, the production of clear and quality reports (financial and narrative) that demonstrate good accountability. § Ensure that Oxfam's and donors' programme and project monitoring and reporting requirements are incorporated and met to a high standard
  • Ensure that proper administration and logistics systems and procedures are followed in the procurement of goods and services Manage Oxfam's risks § Develop and manage economic justice communication strategies and activities according to Oxfam's procedures in order to ensure and promote Oxfam's reputation and acceptance
  • Draw up budgets renewable energy projects and activities, manage spending within budgets, and provide justifications for variances to the Advocacy, Campaigns & Communications PC or the Country Programme Manager
  • Recommend Oxfam grants within strategic priorities
Representation 
  • As appropriate and consistent with the post's role and with agreement from the Country Programme Manager and/or Advocacy, Campaigns & Communications PC, represent the programme to external actors, exercising a level of caution when dealing with government officials
  • Maintain good relationships with Oxfam International, donors, official authorities and other agencies, be proactive in ensuring that Oxfam develops and maintains a positive profile.


Skills and Competence

  • Relevant work experience of at least 3 years in a relevant post, with proven project management skills in developing and implementing successful projects,
  • A proven record of development of staff and partners advocacy and policy skills, proven experience of policy analysis and advocacy work and the ability to negotiate and agree policy positions amongst different stakeholders
  • Knowledge of Philippine development issues and concerns, specifically those pertaining to climate change and renewable energy, including gender issues; strong analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional framework
  • Organised, with good attention to detail and developed ability to prioritise tasks to meet tight deadlines and organise work in a complex institutional setting
  • A high level of interpersonal and communications skills; developed capacity for tact, diplomacy and negotiation
  • Ability to work creatively, innovatively and effectively within multi-cultural teams and as an individual, a self starter who can work within a framework and with some support.
  • Fluency written and oral English and Pilipino; able to write briefing papers, funding proposals and reports
  • Willingness to travel frequently.
  • Proven experience of using MS office application (Word, Excel, Access and PowerPoint) and desk-top publishing software.
Desirable Skills 
  • Knowledge of another language is an advantage
  • Proficiency in copy-editing, layout, design and graphics Post-graduate qualification in a relevant field
