TEAM PURPOSE:
To work with others to improve programme quality and impact on poverty through the provision of coherent and coordinated support the country and regional programmes

JOB PURPOSE:
To ensure that operations of Oxfam are in compliance with the regulatory, donor and with the internal policies and procedures.


Dimensions

  • Conduct organizational wide (covering both country and program levels) Compliance Reviews;
  • Education and Training on compliance matters;
  • Participate in identifying, managing and assessing risk;
  • Assistance in the development and enforcement of compliance and internal audit related policies;
  • Assistance in the review of organization wide standard operating procedures;
  • Conduct follow up reviews on internal audit observations;
  • Participating in investigations into regulatory and compliance issues;
  • Plan and analyze the requirements of internal and external compliance and internal controls needed to effectively meet the mandates;
  • Act in an advisory role on compliance matters
  • Provide ad hoc support on internal audits on an exceptional basis; 


Key Responsibilities

  • Planning for and conducting compliance reviews for projects
  • Conduct follow up reviews of country/projects based on internal audit observations and compliance review findings
  • Coordinate or perform investigations on Fraud, Corruption, or abuse of Oxfam operations and projects;
  • Participate in the development and enforcement of compliance and internal audit related policies (i.e., Employee Fraud and Theft);
  • Facilitate the review of standard operating procedures;
  • Providing solutions to minimize risk by designing and developing corrective actions in response to audit or operational reviews;
  • Assessing, evaluating and developing processes and systems that help mitigate Oxfam's business risks;
  • Determine country/project level operational risks in the area of finance, procurement, HR, compliance and more.
  • Contribute and assist in maintaining a organizational risk management framework
  • Providing assistance (demand driven) to field staff in the area of compliance on matters such as finance, procurement, operations or HR based on the results of compliance reviews, and/or internal audit findings;


Skills and Competence

  • Relevant academic qualifications in financial management, Risk Management, Audit,business administration, economics or similar relevant field
  • Significant knowledge and experience of all core financial management, contracts and grants administration, program management, and compliance
  • Strong numeracy skills and experience using a computerised financial management information system (such as PeopleSoft), and good computer skills (Excel especially, Word, Lotus Notes)
  • Good analytical and conceptual thinking skills with a proven proactive approach to identifying and resolving problems and suggesting improvements that continuously seek to provide a better service to Oxfam.
  • Strong attention to detail Ability to represent Oxfam in a professional and competent manner with external individuals and organisations
  • A high level of self-awareness, personal energy, stamina and flexibility. Ability to work creatively, effectively and under own initiative
  • Good presentation and facilitation skills, able to work with and train other staff with differing levels of skills
  • Proven experience as a team worker and demonstrably cooperative with members of other teams, responding quickly and accurately to queries and issues
  • Commitment to Oxfam's overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam's work
