Consultancy Purpose
This consultancy will support the early inception phase of a new, multi-country gender justice programme that will cover four countries in the Middle East and North Africa. The programme is being jointly implemented by Oxfam GB, Oxfam Novib, Intermon Oxfam and partners with donor funding anticipated shortly.
The programme is called AMAL: Supporting Women's Transformative Leadership in Changing Times in Middle East and North Africa. Oxfam GB is in the process of recruiting a Programme Manager, but there is a need to move forward rapidly with establishing the programme at regional and country levels. The scope of the consultancy is detailed below. It is expected that the consultant will work closely with the key programme stakeholders, including Oxfam affiliates and partners.

Required Skills and Competences
This consultancy would be implemented by a person having significant experience in, but not limited to, the following areas:
- Strong experience in start up and delivery of complex programmes (donor-funded, multiple location, multiple stakeholder)
- Initiative taker - able to get up and running with limited support
- Experience of Oxfam's ways of working, preferably with experience of working with more than one Oxfam affiliate
- Highly organised
- Able to work collaboratively
- Prepared to engage in detailed work - such as developing plans, ToRs, etc
- Experience of gender programmes is not essential
