Purpose of the Position

Within the Regional Planning, under the supervision of the Regional Chief of Programme Planning and in close collaboration with ESARO’s Program Sections, the DRR Regional Specialist will provide technical leadership for the development, strategic application, monitoring and evaluation of a range of DRR activities in Country Programs whilst providing necessary support to strengthen Emergency Risk Management including Emergency Preparedness and Response capacities at the Country Office level.

Key Expected Results

1) All CO Planning Milestones (UNDAF/CCA, Sitan, CPD, CPMP, CPAP, MTR) are reviewed for clarity and consistency on DRR strategic applications; ESARO technical support missions and its monitoring of country DRR progress are enhanced to improve the quality of DRR guidance and peformance assessment.

2) Robust knowledge management of DRR effectively promoted in the Region (within ESARO and through a networking mechanism with COs) based on the regular assessment and monitoring of the impact of humanitarian and development work on levels of disaster risk, dissemination of strategic and policy-related documents and reports, the sharing of good practice, appropriate tools and lessons learned, adapting global documents to regional/country context and knowledge/information exchange within and between Country Offices, with Headquarters in addition to key regional partners.

3) Annual and special DRR trainings (in addition to EPR) conducted including guidance and support are undertkaen for integrated and sector-specific DRR capacity development for UNICEF staff and counterparts.

4) Standing analysis of CO EPR capacity maintained and disseminated in coordination with technical RO sections along with the undertaking of CCC-based EPR training of CO staff. Support to COs in qualitative programming for preparedness and contingency plannning in addition to the provision of active support for emergency response

5) Strong communication and dissemination of DRR strategic approachs and outcomes for the Eastern and Southern Africa region established, strengthened and sustained also drawing on strategic partnership with ISDR, key UN and NGO partners and inter-governmental bodies in this area. Successful fundraising and networking for DRR efforts in the region.

6) Strategic partnerships established on context specific community resiliance, defining results, roles and responsibilitiees, as well as performance monitoring. Assistance provided to COs i the design and support to national capacity development activities in aspects of DRR and wider context of Climate Change Adaptation.

Qualifications of Successful Candidate

Advanced university degree in one or more of the disciplines relevant to the following areas: Develoment Studies, Demographics or a Social Sciences fields relevant to international development assistance.

*A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.*

- Five years experience in DRR or five years of progressively professional work experience at national and international levels in field programmes relevant to DRR including planning, evaluation and development fields.
- Experience working in the UN or other international development organization an asset.
- Experience in national level development assistance is an asset.
- Experience in international coordination mechanisms is an asset.
- Background/familiarity with Emergency.
- Fluency in English
- Fluency in French is an asset
