JOB TITLE: Research Officer

Job Summary:
The Research Officer will manage Research activities for ACCLAIM project focused on Increasing Access, Retention, and Follow-up of PMTCT services at the Community Level, taking place in Uganda’s. He will assist with the design, implementation and monitoring and evaluation of the Research activities in Uganda.
Essential Duties and Responsibilities:
• Ensure all local project activities are in alignment with project requirements.
• Participate in the design and implementation of baseline assessments, formative research, efficacy assessments and process evaluations; and ensure high quality data collection
• Participate in OR protocol development and oversee the national IRB submission for research activities
• Facilitate the development of community advisory group to support design and implementation of the operations research activities for the project
• Ensure project compliance to all research requirements, particularly protection of human subjects
• Provides logistical support for OR training activities, implementation of research protocols, study procedures and data collection
• Oversee data collection activities to ensure data standards are being met throughout the project
• Oversee maintenance of the research database.
• Participate in compiling and submission of monthly operational, quarterly, mid-year and annual reports on ACCLAIM project.
• Supports the Project Coordinator in implemeting ACCLAIM project research activities by managing data collection, entry and transmission, adherence to research protocols including ethical standards.
• Serves as a resource for Program Implementation and Management on issues related to research and evaluation.
• Provides the Country Director with technical guidance on issues related to operational research design, implementation and evaluation.
Knowledge, Skills and Abilities:
• Good knowledge and understanding of HIV/AIDS issues in the health sector in Uganda
• Good understanding of research methodologies, research ethics
• Strong written and verbal skills
• Strong analytical skills
• Computer literacy including use of statistical packages
• Ability to effectively manage others and work as part of a team
• Ability and willingness to undertake frequent in country travel
• Fluency in English required, knowledge of local languages preferred
Qualifications and working Experience:
• A bachelor’s degree in medicine, public health, environmental health, community nursing or a social sciences related field such as Sociology, Gender Studies or Anthropology. A master’s degree is an added advantage.
• 3-5 years proven experience working with operations research
• 3-5 years of proven experience working with health programs in Africa
• Ability to travel in-country up to 50% of the time

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global leader in the fight against pediatric HIV and AIDS, working in 17 countries and at 4,700 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States.
With a growing global staff of nearly 1,300—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is implementing a 5-year USAID funded program Strengthening TB and HIV AIDS Response in South Western Uganda (STAR-SW). EGPAF and the Uganda, Health Marketing Group (UHMG)/AFFORD project will coordinate an evaluation to examine the effectiveness of behavior change interventions implemented by a number of USAID implementing partners over the past one year.
The study will evaluate a number of health communication programs including those focusing on family planning, condom use, use of mosquito nets and others. In addition to evaluating AFFORD/UHMG interventions, the study will evaluate interventions from a number of USAID Behavior Change Communication (BCC) projects.
Results from this survey will inform partners and USAID on which interventions should be continued or scaled up, and which interventions may need modification. As the proposed survey will be conducted jointly by a number of implementing partners, it represents an efficient use of evaluation resources. In order to collect data from eligible and selected respondents using a developed structured questionnaire, STAR-SW is recruiting Data Collectors/ Interviewers and Data Collector Supervisors to undertake the exercise for an estimated 16 days.
The Data Collectors/Interviewers and Data Collector Supervisors will be responsible for identifying eligible respondents in households and/or Most at Risk Populations (MARPs) sites to be interviewed in areas assigned.

Reporting Relations:
• The Data Collectors/Interviewers and Data Collector Supervisors will report to the Monitoring and Evaluation Manager
Key Duties and Responsibilities.
Data Collectors
• Maintains hardcopy of data collected in compliance with the study protocols
• Participate in the seven day training workshop (including the day of the pre-test) about the survey methodology and implementation.
• Locate the sample households and/or MAPRs sites within the geographical area assigned
• Identifying all eligible respondents in selected households/MARPs sites.
• Soliciting for consent from eligible respondents.
• Conduct face to face interviews with the selected respondents using the study questionnaires.
• Checking completed interviews to be sure that all questions were asked and responses neatly and legibly recorded.
• Returning to households to interview respondents who could not be interviewed during the initial visit.
• Participate in team review meetings after each day of data collection.
Supervisors
In addition to the specific tasks and responsibilities to the data collector/ interviewer, the supervisor will be responsible for;
• Establishment of the availability of household lists at the village level.
• Do spot-checks on the research Assistants while in the field
• Observe some of interviews
• Review questionnaires for completeness and consistency
• Meet with research assistants on a daily basis to discuss performance and assign work as appropriate
• Provide technical support to Data Collector/Interviewer in resolving process issues including but not limited to selection of household, understanding the questionnaire
Qualifications, knowledge, skills and abilities:
• A degree in statistics, development studies, Social Sciences, Public Health, IT or other related research studies
• Good understanding of research methodologies, including research ethics
• Familiarity and experience in quantitative and qualitative primary data collection techniques
• Hands-on knowledge and skills in primary data collection in the communities
• An understanding of current issues and developments in the field of HIV/AIDS, TB, Malaria and other public diseases of importance
• Very good understanding of current mass media approaches to information, education and communication is a plus
• Good interviewing and verbal communication skills.
• Willingness travel, work and spend about 3 weeks in rural settings of south western Uganda.
• Fluency in English required, knowledge of Runyakitara preferred
