Operations Manager Habitat for Humanity Mongolia Ulaanbaatar, Mongolia

Habitat for Humanity Mongolia was set up in 1999 to address the need for decent and affordable housing. It has four affiliates. One in the capital operates program centers in Zuunmod, Bagakhangai, Baganuur and Nalaikh. The other affiliates are in Darkhan, Erdenet and Khangai. The latter also operates program centers in Arvaikheer and Kharkhorin. In addition, Habitat helps low-income families in Bulgan and Khentii provinces through a partnership with World Vision Mongolia. Housing needs in Mongolia Known as the Land of the Blue Sky, Mongolia’s extreme temperatures mean hardship for the population, many of whose lives still revolve round herding livestock. There have been very heavy snowfalls in recent winters. Known locally as dzud, such heavy snows leave rural people even more vulnerable to poverty. In 2009/2010, a particularly severe dzud affected the livelihoods and food security of half a million rural inhabitants.

Habitat for Humanity – Mongolia (HFHM) is currently seeking an Operations Manager who reports to the National Director and is responsible for developing and implementing HFHM’s overall program strategic and operational plans, reflecting Habitat's principles and core values. S/he is responsible for providing ongoing support in developing, implementing and updating HFHM program policies, procedures and guidelines. S/he will also provide effective and inspiring leadership, direction and motivation, as well as stewardship, to the program staff at all levels of the organization, developing a fully-capable program team. Other responsibilities include preparing and submitting an annual program budget in coordination with HFHM’s Finance Manager for the National Director’s review and approval. The Operations Manager is responsible for managing effectively within this budget and reporting accurately and timely on progress made and challenges encountered.

Responsibilities Include:

1. Plays a key role in the planning, development and direction of HFHM’s strategic and operational planning process.
2. Develop, implement and update HFHM’s program policies, procedures and guidelines in coordination with National Director.
3. Develop an annual Program Plan with clear goals, objectives and key performance indicators and take lead to achieve them accordingly.
4. Prepare and submit an annual program budget in coordination with the Finance Manager for the National Director’s review and approval, as well as manage effectively within this budget and report accurately on progress made and challenges encountered.
5. Develop, implement and update HFHM’s policies, procedures and guidelines in coordination with National Director.
6. Take the lead in maintaining current partner relationships and developing new partnerships with organizations and potential funders under HFHM guidelines.
7. Provide effective and inspiring leadership, direction and motivation, as well as stewardship, to the program staff at all levels of the organization, developing a fully-capable program team by being actively involved in all program operations, ensuring performance goals are achieved.
8. Develop and lead a proactive and continuous quality improvement process throughout the program areas, focusing on systems/process improvement.
9. Promote regular and ongoing opportunities for all staff to give feedback on program operations.
10. Ensures timely documentation, preparation and submission of regular program reports to National Director & HFHI. Provides analytical reports to HFHM managers as needed and requested.
11. Assist National Director to represent HFHM with external constituency groups, including community, governmental, and non-government organizations.
12. Ensure that all program activities operate consistently and ethically within the policies, procedures, guidelines, mission and values of HFHM.
13. Ensure that HFHM’s products and services are affordable to the target beneficiaries, while continually striving to serve even lower income families.
14. Support the organization's strategic alliances and partnerships for funding, programming and systemic change.
15. Support with design and implementation of program evaluation strategies.
16. Direct and provide support in any research activities for the development of HFHM programs.
17. Provide ongoing support to the National Director in developing decent housing solutions in the context of Mongolia.
18. Provide programmatic support on proposal development.

Requirements

1. Commitment to HFH Mission, Vision and basic principles
2. Ideal candidates will have a Bachelor Degree or Master Degree in related field (economics, social science, engineering, community development)
3. Five or more years working in a leadership position, preferably with a development organization
4. Capable of leading and managing a team
5. Sound knowledge in strategic decision making
6. Good command of planning, budgeting, implementing and monitoring and evaluation.
7. Advance skills in MS Office software (Excel, PowerPoint, Word, etc.)
8. Fluent speaking and writing skills in English; ideal candidate’s bilingual or working knowledge of both English and Mongolian
9. Excellent communication, team building and management skills
10. Self-motivated, flexible and desire to work after hours and occasional weekends
11. Resourceful, able to organize and complete multiple tasks, good problem solving skills
12. Ability to work as a team player with other staff and volunteers
13. Able to work effectively in cross-cultural settings
14. Excellent oral and written communication skills, with good public speaking skills for training and presentations
15. Willing to learn and share knowledge with other colleagues and local partners
