Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw well-substantiated, credible safeguards conclusions for States.

Main purpose

Reporting to the Deputy Director General for Safeguards, the Operations Division Director has overall responsibility for all aspects of the implementation of safeguards in accordance with the relevant safeguards agreements and additional protocols for States covered by the Division and for the efficient and effective management of its human and financial resources.

Role

The Director is: an adviser and coordinator to the Deputy Director General on issues such as strategy and policy; a leader, providing general strategic direction and motivating staff in the Division, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; a manager of the human and financial resources assigned to the Division.

Partnerships

The Director engages with senior staff in the Department and within the organization on strategy and policy issues, standards, procedures, reporting monitoring, assessment and resource mobilization related to safeguards implementation issues. The Director provides authoritative guidance and engages in negotiations with counterparts in Member States and members of the IAEA's governing bodies on safeguards implementation issues.

Functions / Key Results Expected

  • Provide technical direction and leadership in the implementation of safeguards pursuant to the provisions of the safeguards agreements for which responsibility has been assigned to the Division.
  • Establish implementation policies and procedures within the Division in accordance with Departmental policy and strategy.
  • Review the implementation of safeguards in the Division with a view to providing the necessary guidance, and also carry out evaluation of verification activities.
  • Oversee the drafting of Subsidiary Arrangements, including Facility Attachments, and lead the Division's negotiation teams.
  • On behalf of the Director General, communicate to the Member States covered by the Division the results of verification activities and conclusions drawn. Serve as the responsible IAEA officer for routine communication on safeguards implementation with the Member States covered by the Division.
  • Participate in the Department's senior management team for formulating safeguards policies, for strategic planning and for developing innovative approaches to strengthen the efficiency and effectiveness of the safeguards system.
  • Lead and manage the human and financial resources assigned to the Division in an effective and efficient manner, including the planning and assignment of resources, the implementation of planned activities and assessment of the outcome.
  • Foster the preservation and growth of knowledge within the Division and the Department.
  • Promote compliance with the Departmental quality management system in the Division.

Knowledge, Skills and Abilities

  • Demonstrated ability to think strategically, to set direction and to apply a results-oriented approach. Capability for strategic and operational planning and for quality management.
  • Strong analytical skills, demonstrated sound judgment in applying technical expertise to identify problems and contribute to their solution.
  • Proven track record of excellent leadership and experience in managing staff and financial resources, including the ability effectively to lead and motivate large work teams in a multicultural environment.
  • Creative and open-minded approach to work planning and organization.
  • Skills in high level negotiation.
  • Excellent presentation and communication skills, i.e., the ability to represent the Department or Division effectively, including the ability to deliver speeches in the public forum, briefings and debriefings and to conduct effective meetings with representatives of Member States and other stakeholders.

Education, Experience and Language Skills

  • Advanced university degree or equivalent in nuclear chemistry, physics, engineering or a related field.
  • Minimum of 15 years of relevant professional experience at the senior level.
  • Extensive international or national experience in safeguards, nuclear material safeguarding and nuclear material control or in fields of direct relevance to the above responsibilities.
  • Good knowledge and understanding of the challenges facing the IAEA's safeguards system are highly desirable.
  • Fluency in both written and spoken English essential. Working knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) is desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $95 394 (D-1) or US $102 981 (D-2) (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $49 414* (D-1) or US $53 344* (D-2), dependency benefits, diplomatic status, rental subsidy, education grant, relocation andrepatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
