OVE is seeking to fill a senior staff position of Principal/Lead Economics Specialists to provide leadership in evaluations of IDB activities in key sectors. The advertised position seeks candidates with strong analytic skills, deep knowledge of development issues in Latin America and the Caribbean, familiarity with the role and functioning of multilateral development banks, and strong communication and organizational abilities. KEY ACCOUNTABILITIES

Undertaking and Leading Evaluations. To lead and/or participate in evaluation teams examining issues of development effectiveness of IDB activities at the project, sector, and country program level and undertaking special studies, annual reviews, and evaluations of important corporate policies, systems, and initiatives. Among the topics on which OVE is likely to undertake evaluations in 2013-14 and where leadership and support are sought are environment and climate change, agriculture and food security, and urban development.

Support to IDB's Self-Evaluation System. To support the development of a strong self-evaluation system in IDB, including reviewing and validating management evaluability assessments and self-evaluations and helping to build the capacity of project teams through training and outreach.

Outreach. To interact and build relationships with IDB operational staff, country clients, academic and research institutions, and evaluation offices in partner agencies to further the sharing of knowledge and evaluation capacity development, including organizing dissemination events for OVE evaluations, attending external meetings and conferences, and participating in activities related to evaluation capacity development.

Support to OVE. To help ensure quality and build skills and teamwork in OVE by contributing to peer reviews of OVE products, mentoring junior OVE staff, and participating actively in ad hoc working groups and other OVE initiatives.

REQUIREMENTS

Education: Ph.D. (or equivalent) in economics, public policy, or related field, with broad knowledge of development issues.

Experience: At least 8 years of relevant hands-on experience in development, including at least 4 years in a policy or operational position in a government, donor agency, think tank, or NGO dealing with issues of economic and social policy in developing countries (preferably including operational experience in IDB or another multilateral development bank).

Technical skills: Strong analytic and writing skill; in-depth knowledge of evaluation and research methods; mature judgment and ability to conceptualize and prioritize issues; specialized expertise and experience in one or more key Bank sectors (preferably in the Latin American context).

Language: Proficiency in English and Spanish required. Knowledge of an additional Bank language (French or Portuguese) desirable.
