OXFAM PURPOSE: To work with others to overcome poverty and suffering.
TEAM PURPOSE: To ensure that advocacy, media and communications work delivers good quality internal / external products, high profiling of the organisation, campaigns and strategies that lead to change in policies and practices affecting the marginalised and poor people in Pakistan.
JOB PURPOSE: To maximise the impact of Oxfam's development programmes, humanitarian interventions and advocacy efforts on issues that Oxfam works on Pakistan. Also in case of a humanitarian crisis, by developing and delivering effective media and communication strategies and products, particularly with the national and international media
REPORTING LINES: Reports to the Programme Manager, Advocacy Media & Communications

BUDGET RESPONSIBILITY: Not directly but may have to manage limited communication / media budgets for the production of communication materials, visits of journalists, other media and communications related activities, etc.
Dimensions
- Responsible for shaping and delivering work, which has a significant impact on Oxfam's public image - at national and international level - and requires sensible judgments and complies to Oxfam's policy and procedures.
- Provides on regular basis creative/innovative solutions to problems or tasks related to media and communications
- Makes independent decisions and solves problem on new and complex issues, requiring creative thinking to find best solutions
- Required to operate to tight deadlines, using independent judgement within clear parameters
- Develops and implement projects, including development of strategies and operational plans, which could be either stand-alone or part of larger programmes
- Provide professional support and advice to managers in responsibility areas
- Use information from a variety of sources to inform decision making.
- Represents Oxfam to external contacts and will need to deal with influential contacts (media editors, senior journalists, etc) - especially in the case of national media.
- Expert knowledge of media environment, communication tools and social media
Key Responsibilities
Media:
- Input to the development of, and help deliver, a media strategy on humanitarian crisis, response and recovery work, including long-term programme work, with a particular emphasis on national and social media. Contribute ideas and input into international media strategies and activities relating to Pakistan
- Develop press releases, stories, reactive lines, questions and answers, interview briefs and other relevant media products.
- Establish and maintain contacts with key national journalists covering development and humanitarian work, including the production of a list of key journalists based in Islamabad and their contact details, both on the national and international level
- Generate regular high quality media coverage of Oxfam's programme and advocacy work
- Monitor and evaluate media coverage generated and to draw lessons and analyse in order to improve coverage
- Assist with the media training of staff
- Assist in the logistical implications and arrangements of visits by journalists and celebrities.
- Regularly visit programmes to gather stories and scout out possible locations/news-lines for media trips.
Communication:
- Develop and implement communications strategy in light of the humanitarian and development work of Oxfam in Pakistan
- Develop and implement social media strategy for Oxfam in Pakistan
- Develop and strategise in producing digital content (stories, photos, blogs, videos, etc) to be used on Oxfam and other websites
- To liaise with relevant staff at the regional and head quarter level to maximise the use of the contents generated.
- Uploading of relevant material onto the Oxfam websites and social media websites
Skills and Competence
- Good knowledge of local and national media environments and experience in working with media either as a journalist or press officer. (E)
- Excellent knowledge of media relations and communication approaches, tools and issues (E)
- Good facilitation, influencing and persuasive skills, with ability to build strong, credible relationships and to communicate and transfer information to a wide audience (E)
- Strong writing skills, preferably with a history of writing for media. (E)
- Excellent communication skills, in written and verbal English and Urdu. (E)
- Good knowledge of international media is an asset. (D)
- Photography and film-making skills desirable (D)
- Strong skills in using social media for communications (E)
- Creative and designing skills in terms of developing effective communications material (D)
