JOB PURPOSE: To deliver coordinate and/or support Oxfam and partner based advocacy through analysis, lobbying and campaigning around the Arab League, member governments and other key institutions in the Middle East.

Dimensions

  1. Political, security and economic policy analysis of the Arab League, member governments and other key institutions in the Middle East (such as OIC and GCC), as well as relevant global institutions, initiatives and events. 
    Representation of Oxfam to Middle Eastern institutions as required.
  2. Active role in lobby and coordination with media action on issues related to programmes through personal contacts and collaboration with allies and Non Governmental Organisations (NGOs).
  3. Coordination of research, power analysis and opportunities analysis in support of Oxfam campaigns and advocacy particularly in relation to conflict, humanitarianism and human security.
  4. Requires ability to analyse and communicate complex information to a wide audience with an astute understanding of multifaceted humanitarian issues, human security and aid effectiveness.
  5. Accompaniment and support for staff and allies on missions to Cairo and other key locations for lobbying.
  6. Working very closely and as a key member of the small Cairo Hub team.

Key Responsibilities

  1. Strategic direction - Develop a work plan based on the Cairo Hub strategic objectives and sub-objectives.
  2. Lobbying -Undertake lobbying on behalf of Oxfam, maintaining a network of contacts and allies working within the Arab League and beyond. Undertake lobbying of northern Governments and institutions as required representing Oxfam at senior levels. Be an Oxfam media spokesperson as required.
  3. Relationship Management - Contact management of the Arab League, member states and key regional institutions, with a possible focus on some key Gulf countries including Saudi Arabia, Qatar and the UAE and actors in complex humanitarian situations. Establish and maintain relationships with other NGOs and civil society groups in the region.
  4. Policy and Advocacy Co-ordination - Policy and advocacy for Oxfam in the Middle East, sharing analysis with, and providing technical support and advice to, regional policy advisers and delivering and co-ordinating advocacy work around the Arab League and other key institutions. Input into Oxfam International policy development on oPtI (occupied Palestinian territories & Israel), Egypt, Sudan and South Sudan, Somalia, Egypt and Yemen, and other issues as they emerge.
  5. Policy analysis, mapping and influencing - Maintain power and change analysis of key actors and institutions both regionally and globally that impact on the region. Understand and use a range of appropriate campaign techniques to bring about change, including coordination with media, popular mobilisation and working in alliances. Provide policy analysis on key issues, institutions and actors. Write policy briefs for external use focusing on key priorities. Work with regional programme staff to provide power analysis and strategic advocacy advice in support of policy development.
  6. Coalition building/Training/Mentoring - Strengthen existing coalitions and devise new alliance building strategies and diverse ways of working to build local capacity and provide Oxfam with indirect ways of working in relation to issues that are politically sensitive or constitute a threat to programmes or staff security. Undertake advocacy training for staff, partners and alliances in the Middle East. Support and mentor policy and advocacy staff and senior managers in lobbying activities.

Skills and Competence

Essential
  1. A commitment to fighting poverty and injustice and promoting basic rights in the Middle East.
  2. Considerable public policy analysis or advocacy experience in the Middle East and/or Horn of Africa.
  3. Demonstrated experience of influencing Arab League and/or other regional institutions.
  4. A sound understanding and experience of the possibilities and tactics for influencing Arab Governments through evidence-based policy research, media and lobbying.
  5. Experience of building inter-agency coalitions for the purposes of policy influencing.
  6. Well developed interpersonal and team skills and proven ability to be flexible and sensitive in demanding situations. Track-record of working well with others and of diplomacy and tact
  7. Demonstrated experience of operating in a conflict environment and sensitively managing complex negotiations between individuals with strongly held beliefs.
  8. Excellent conceptual and analytical skills and demonstrable ability to think strategically, innovatively and practically to influence Arab Government policies and practises.
  9. Effective and sensitive communication skills including fluency in English and Arabic. Capacity to write appropriately for different external audiences.
  10. Willingness to travel (up to 30% of time).
Desirable
  1. Experience of using, and training others in, advocacy techniques in a development or humanitarian context.
  2. Demonstrable awareness of own strengths and areas of weakness and evidence of self-managed planning and accountability for outputs.
  3. Experience of living and operating in the oPtI, Sudan, Yemen or Horn of Africa, as well as specialist knowledge of the context to these specific areas.
