International HR Advisor
11 month fixed term contract 
Oxford
Salary starts at £29,860 per annum gross (pro rata) depending on skills and experience
21.6 hours per week, with flexibility in how these hours are worked
 
Interviews will take place w/c 8th October 2012
 
Oxfam Purpose: To work with others to overcome poverty and suffering.
 
Team Purpose: To provide professional and business relevant support to the International Division (ID) in recognising and addressing the people aspects of business priorities.
 
Job Purpose: To deliver HR advice, services and support on behalf of International HR; provide support and guidance regarding HR work within the Single Management Structure (SMS) project.
 
Reporting Lines: Postholder reports to: International HR Business Partner
 
Budget Responsibility: Manages day to day International HR (IHR) Budget

Dimensions

  • This job presents a unique opportunity to combine work on international HR strategy and policy, project management, management of global HR activities and some HR casework.
  • May manage projects, staff resources and budgets.
  • Contributes to the development of HR policy and HR strategy, ensuring and supporting operational implementation world-wide, across confederation.
  • Interprets business needs and develops HR initiatives and solutions to diverse and complex problems within organisational policy.
  • Contributes to and influences operational planning.
  • Provides expert advice to international HR staff (both Oxfam and Oxfam GB) and senior managers (confederation wide) on HR issues.
  • Flexibility to anticipate and resolve challenges within corporate and international parameters
  • Impact of this role is significant within HR, and has significant impact Oxfam-wide and across the wider Oxfam confederation.
  • Influences managers, staff and volunteers in Oxfam GB and Oxfam International and develops effective networks with external bodies.
  • Ensures operational activities are performed to a high standard, and consistently checked for their relevance and standards.

Key Responsibilities

  • Support the International HR Business team in developing and coordinating the implementation of the International Division people priorities.
  • Take a lead on family liaison work within International Division and act as the International HR focal point.
  • Design and implement a useful system that utilised the management information that the team has access to in order to deliver a coherent reporting system with the purpose of identifying global business trends and risks and to suggest solutions.
  • Lead the HR Shared Services review planned for 2012-13 and provide advice, support and guidance for both OGB and affiliates to ensure learning is shared and the objectives of shared services are achieved
  • Talent and Succession planning for the International Division including management of the Country Director and Associate Country Director recruitment pipeline and succession planning activities
  • Provide specialist advisory support for the recruitment of key international posts e.g. CDs.
  • Lead the resourcing network to enable brokering activity across Regions and Countries and facilitate best practice
  • Manage on occasion employee relations issues delegated by the HR Business Partner
  • Facilitate positive, constructive relations with HR Centres of Expertise, trouble shooting where necessary and providing solutions.
  • Manage the content of and coordinate HR communications in relation to SMS and IHR including; IHR bulletin, HR Toolkit, KARL, Guide to Mandatory Procedures
  • Coordinate and participate in the Regional HR Managers monthly call
  • Build networks with Oxfam International counterparts to enable ID's business objectives to be achieved
  • Support One Oxfam activities as required
  • Manage and support on key strategic International HR projects including, private sector skills development for ID and confederation policy work regarding wider Oxfam policy
  • Manage the day to day IHR budget

Skills and Competence

  • Knowledge and understanding of working in a networked organisation, providing advice and support across remote teams and at various levels of seniority, and facilitating change across the confederation (El)
  • Experience of working in HR within an International context (E)
  • Experience of working well across cultures and with diversity and positive action (E)
  • Demonstrates strong business acumen, ensuring that HR policy or development activity addresses the business needs, providing consistent, business relevant advice to senior line managers and other HR staff (E)
  • Good organisational planning skills and a proven ability to work with a large degree of independence, managing own workload and priorities and identifying opportunities to add value to the business (E)
  • Able to adapt priorities to rapidly changing demands whilst ensuring ongoing project work is completed successfully (E)
  • Ability to develop policy, processes and practices that are efficient, user-friendly and customer-focused (E)
  • Proactive with plenty of initiative (E)
  • Strong interpersonal and relationship building skills and an excellent communicator with a high level of written and verbal English (E)
  • Ability to travel outside the UK for up to 21 days per year (D)
  • Possesses or is working towards CIPD qualification or a other relevant personnel qualification (D)
  • Experience of coaching and training others to develop their skills (D)
  • Good IT awareness (Essential) with a good working knowledge of communication tools and online collaboration (D)
