To work with others to improve programme quality and impact on poverty through the provision of coherent and coordinated support the country and regional programmes
 
JOB PURPOSE:
To increase programme effectiveness through working to support quality improvement processes with countries and providing regional technical leadership on Monitoring, Evaluation, Accountability and Learning (MEAL), with a specific focus on increasing our ability to demonstrate the impact of our work.

Key Responsibilities

  • Act as a focal point for all affiliates operating in Zimbabwe, producing and disseminating information, media and communication products, MEL documentation and any budgeting and reporting data as required.
  • Account to the Country Director for the delivery of country information, communication documents and associated media.
  • Produce, assimilate, analyse and use program information from varied and diverse sources to provide in-depth analysis and communicate complex information to a wide audience, in particular relating to Monitoring, Evaluation and Learning and the consolidation of budget information.
  • Manage a network of relationships across affiliates and a wide range of internal and external partnerships and alliances so as to ensure consistency of messaging across a range of information and communication needs (advocacy, campaigning, media, marketing, internal communications, etc). Support the Single Management Structure (SMS) to implement processes and ensures that change documentation and associated communications and reports are delivered successfully.
  • Work with the Country Leadership Team to develop materials, media and communications associated with program activity.
  • Lead on the development of a country media, communications strategy and branding, ensuring consistency and integration with OI expectations and approaches
  • Act as the primary contact for requests of information and communications support in relation to knowledge management about Zimbabwe Country Program.
  • Work within the agreed Oxfam Country Strategy and Operating model, provide leadership in Media & Communications, developing media strategy, and help prioritize key activities and issues, identify and coordinate the local to global interface
  • Support country teams to develop and work towards relevant Oxfam International programme quality standards for their own work, drawing on learning from previous programme experience and best practice available in comparable fields and consolidating reports for Programme Governance Group.
  • Develop and support the implementation of MEAL system and plans for Oxfam Zimbabwe. This includes overseeing data collection, analysis, and reporting on the implementation and progress of program implementation at all levels.
  • Monitor status and progress of program implementation based on performance indicators and the MEAL Plan.
  • Provide feedback to enhance effectiveness of program implementation and steps needed to achieve desired outcome
  • Develop  terms of reference for baselines, ongoing monitoring assessments, evaluations and  designing monitoring tools for Oxfam and its partners
  • Develops and undertakes capacity building plans to relevant staff or local partners in addressing MEAL
  • Develop clear and user-friendly data collection and reporting formats in collaboration with program implementation units at different levels
  • Provide support in the preparation of reporting requirements including program updates, grant mid-year and annual reports, monitoring, evaluation and impact assessment reports.
  • Support the development of a system for documenting and sharing information and learning on partnership practice
  • Provide support and training to relevant program managers/officers to ensure that they are able to provide effective support around monitoring and evaluation in their areas of work
  • Work with country   teams to support Monitoring   Learning Reviews Support line managers to assess, monitor and systematise programme quality against appropriate minimum standards
  • Support programme teams to work with partners and communities on identification and design of programmes that both build on learning about what works and what doesn't in bringing change, the priority needs , concerns and capacities of women and men living in poverty
  • Provide concise written briefs to enable programme managers to follow up on key quality issues throughout the programme cycle (appraisal, programme design, implementation, monitoring and evaluation
  • Facilitate a network of practice across programmes on monitoring, evaluation, accountability and learning and act as a 'helpdesk' for queries on MEAL processes methodologies etc for the country Partnership development and management
  • Support programme teams to meet Oxfam International partnership standards as outlined in the  Zimbabwe Partnership Policy.
  • Support managers to access appropriate legal and audit guidance (in country or Oxfam House) where partnership status and requirements need further clarification
  • Provide support to focus country programmes to develop indicators of successful partnership, measurements and means of verification
  • Support managers to put in place systems that will support staff to make sound judgements for working towards effective partnership and empowerment of partners
  • Provide advice on delivery of country partnership capacity building plans

Skills and Competence

  • Advanced degree in Development Studies, Social Sciences or relevant qualification.
  •  Demonstrable understanding and direct experience of long-term development, humanitarian and/or campaigns and advocacy work
  • Strong operational management ability with a clear focus on results delivery; competent to work with significant levels of autonomy, showing creativity and initiative and ability to prioritise strategically
  • Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards and practice;
  • Evidence of leadership of impact assessment processes within an INGO or other institution
  • Excellent understanding of gender issues and ability to provide technical advice in relation to gendered MEL processes
  • Understanding of a broad range of programme quality issues and the practical issues faced by programme managers in demonstrating impact
  • Strong conceptual, analytical and critical thinking
  • Demonstrable experience of developing and delivering successful training and staff development initiatives and in coaching teams.
  • Ability to lead and motivate others, strong self awareness and interpersonal and communications skills Strong influencing skills, demonstrable ability to contribute to teams and to work with and influence people from diverse backgrounds
  • Proven experience of successful external representation and influencing on programme issues with key allies and networks
  • Ability to design and deliver materials and resources which are practical and accessible to practitioners and managers
  • Understanding of the socio-economic and political environment of the region is desirable
