Job Description

Closing Date: 15th October 2012 (23.59 UK time)
 
Salary: 24,245 - 30,853 GBP per annum, net (equivalent to 31,931 - 41,648 GBP per annum UK gross). Net = take home pay. Oxfam will meet the tax and social security liabilities of post-holder in addition to net salary.
Contract Type: Full time. The post holder will be based in their home country, however they will be deployed globally to Oxfam GBs programmes as required (possibly at short notice) and will be required to be away from their homebase for the majority of the contract term.

Humanitarian Support Personnel (HSPs) are a pool of professionals that ensure Oxfam has the management, technical and logistical capacity to establish a presence and to respond rapidly to major humanitarian emergencies anywhere in the world. 

Oxfam's Purpose: To work with others to find lasting solutions to poverty and suffering. 

Team Purpose: The Emergency Food Security & Livelihoods (EFSL) Team promotes improvements in the quality & accountability of EFSL programmes and policies within Oxfam and the international system.
 
Job Purpose: As managers of, and advisers to, our humanitarian programmes at national level, EFSL specialists are responsible for providing strategic leadership, ensuring the quality of programme delivery, influencing and coordinating with other organisations, and disseminating good practice within Oxfam and externally. 

Key Responsibilities

·        First on the scene when emergency occurs, to assess the impact, design and scale up rapid, appropriate and effective food security and livelihoods responses.
·       Collate and synthesise regional and global food security and livelihoods analysis as necessary
·       Provide distance support in situation analysis, programme design, implementation, monitoring & evaluation
·        Support the development and implementation of country and/or regional EFSL programme
·        Identify learning from country programmes by conducting reviews, monitoring and evaluation
·        Capturing programme learning, develop guidelines and training materials and strategically build capacity within Oxfam programmes and for EFSL staff; ensure that learning from programmes is integrated into global programme policy and guidance
·         Provide long term support to help specific country programmes build their capacity and develop high quality Emergency Food Security & Livelihood programmes
·        Influence and inform Oxfam media, communications, fundraising, advocacy, policy and campaigning work
·       Support country and regional level advocacy work that is coherent with, and informs, Oxfam's global advocacy work on hunger and food crises to promote good policy and practice in the humanitarian system
·        Raise understanding within Oxfam of EFSL work, especially with regard to innovative practices.

Skills and Competence

·        First hand knowledge and experience of managing different emergency food security & livelihoods interventions, such as food distributions, cash transfer programmes, agriculture and livestock programmes in more than one country
·        Substantive knowledge of cash transfer programming
·        Experience conducting rapid and in-depth analysis of food security & livelihoods situation, and effectively communicating findings and recommendations
·        Familiarity with food security and livelihoods analysis and/or programming in urban contexts
·        Understanding of major policy and practice issues relating to Emergency Food Security & Livelihoods work and humanitarian assistance generally
·       An understanding of and active commitment to promoting gender and diversity issues in all aspects of Oxfam GB's work
·       Innovative strategic, planning and analytical skills
·        Representational, diplomatic and advocacy skills to enable the post holder to operate effectively within Oxfam and in external networks.
·        Proven influencing and negotiating skills with internal and external audiences in complex and stressful circumstances.
·        Ability to effectively advise and support field staff using methods such as mentoring, coaching, shadowing, demonstration, accompaniment, training, written advice, verbal advice, research and development
·        Good communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities
·        Competence in written and spoken English
·        Other languages are highly desirable, in particular Spanish, French, Portuguese or Arabic.
