Head of Oxfam International Centre of 
Expertise on Resourcing and Talent 
12 month fixed term contract
Oxford
circa. £40k (gross) per annum, pro rata
Hours flexible; probably 3 days per week but pattern can be flexible and possibly vary between school term times and holidays

OXFAM PURPOSE: To work with others to overcome poverty and suffering
 
REPORTING LINES: Postholder reports to Oxfam GB's HR Director; who is also Chair of all the Oxfams' HR Directors' Group. The post has no direct line reports but will matrix manage resources.
 
BACKGROUND:
Oxfam GB is the largest of 17 Oxfams working in a Confederation, also described as a Global Network. (Others include America, Australia, Netherlands, Spain, India, Japan, Mexico). Some Oxfams are small and others quite substantial, but with over 5000 staff in GB and around the world (in approx 50 countries), Oxfam GB (OGB) has more than half the staff in the whole Confederation.
 
The Oxfams are now working much more closely together in all the countries around the world (approx 90) where one or more Oxfams delivers programs aimed at overcoming poverty, through the implementation of a "Single Management Structure". This has brought pressure for much closer working of HQ and business support services, through shared service arrangements and centres of expertise. So in HR we are increasingly introducing shared HR posts in countries. And we have implemented, and are continuing to develop, two HR Centres of Expertise - one for Reward and one for Learning & Development/Organisational Development. These are led and mainly resourced by OGB HR staff (as OGB has much more HR resource than any other Oxfam); but other Oxfams contribute some skills and time from their own expert people, and/or some limited financial contributions.
 
More effective cross-Oxfam resourcing and talent management has been identified (by HR Directors and others) as another important area to make progress. We have some cross-Oxfams working groups who have made some limited progress e.g. on tools to improve recruitment standards; on clearer and simpler arrangements for secondments between Oxfams and for advertising vacancies across the Oxfams. But this is being attempted in small parts of various peoples' time. There is wide consensus that we need a leader who can drive this work forward more effectively - providing impetus and creativity, and thought leadership; prioritising key talent areas to work on; marshalling the resources that are available to best outcomes. This is a new role which the person selected can evolve and develop themselves. As the role does not directly manage hands-on recruitments etc. (that is done by HR Business Partners) the role can be done on a flexible working basis.
 
The initial appointment is likely to be a 1 year Fixed Term Contract - with possible extension.

Key Responsibilities

  • Provide expert leadership across the Oxfams, including within OGB, on recruitment/resourcing and talent management, developing strategies and plans.
  • Work closely with OGB HR teams (e.g. Business Partners; Leadership and Management development lead; recruitment post in Employee Relations Team) and with resourcing/talent contacts in other Oxfams to embed recruitment standards, build resourcing and talent strategies.
  • Build an effective and respected Centre of Expertise.
  • Take forward recommendations from recent OGB talent management review.
  • Select key posts where internal and external talent pools need to be developed - Country Directors will be the first priority. Drive the development and management of these pools.
  • Develop resourcing strategies/models for key new skills areas identified in the new Oxfam International Strategic Plan.
  • Work with countries, Regions or functional groups, where requested, to help them develop more creative resourcing strategies.
  • Implement a simple talent management system across all Oxfams who are interested to participate - particularly workforce planning, succession planning to key posts and High Potentials identification. Ensure this is integrated with learning and development strategies.


Skills and Competence

  • A strong track record, at senior, strategic levels, in recruitment/resourcing and talent management (E)
  • More generalist OD or HR experience (e.g.. Reward, Employee Relations) (D)
  • Experience in working in international or multi-national organisations, across different cultures and geographies (E) - ideally on resourcing and talent (D)
  • Strong influencing, listening, communication and relationship building skills, at a senior level (E)
  • A self starter with drive and initiative (E)
  • Creative, innovative approaches - a thought leader who can also get things done (E)
  • Project management skills (E) and experience at building and leading virtual project teams/working groups (D)
  • Fluent in English (E); in Spanish and/or French (D)
  • Most of the work will be done through telecons, Skype etc. But ability to travel occasionally would be valuable - both to other Oxfams (e.g.. elsewhere in Europe) and to program countries (D)
