MONITORING AND EVALUATION SPECIALIST - The Uganda Law Society (ULS)

The Uganda Law Society (ULS) is a body corporate established by the Uganda Law Society Act (Cap 276) of 1956 as the representative body of the legal profession. The Uganda Law Society currently has a membership of over One Thousand Seven Hundred (1700) advocates. Its mission is to improve the professional standards of members of the legal profession and to promote human rights and the rule of law in Uganda by assisting the Government and the Judiciary in the administration and practice of law for the benefit of the men and women of Uganda.
Avocats Sans Frontiferes (ASF) is an independent international non-governmental organization founded in Belgium in 1992, with the aim of contributing to the creation of equitable societies in which the law and its institutions serve the most vulnerable. ASF has been working in Uganda since 2007 on various projects to enhance access to justice for the vulnerable, including the combating of torture and domestic violence, as well as projects on pre-trial detention and child trafficking.
The ULS and ASF have partnered to run a 2-year project whose objective is to work with the legal profession to provide strategic support to access to justice initiatives in Uganda.
ULS and ASF therefore seek qualified and experienced individuals to fill the following positions to run the above project
MONITORING AND EVALUATION SPECIALIST (2 POSITIONS).
  • One specialist will be stationed at ULS offices and another at Abr Offices and will work under the supervision of the Project Coordinator to oversee the overall design and implementation of Monitoring and Evaluation (M&E) systems and procedures and ensure that all aspects of the ASF-ULS Project M&E system are adhered to.
Key Responsibilities.
  • In coordination with the Project Coordinator and project staff establish a reliable participatory M&E framework for the ASF-ULS Project.
  • Design full M&E procedures and operating plans within the Program Area
  • Implement effective M&E systems and procedures to ensure project quality assurance and consistency across the Area Program
  • Design, implement, improve and maintain workable and comprehensive M&E tools for the monitoring of core the ASF-ULS program activities within the Program Area
  • Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality and accuracy in line with the logical framework approaches (LFAs) best practice and project documents.
  • Provide technical support to the ASF and ULS Office teams in planning and monitoring of ongoing projects as well as the development of systematic regular and structured M&E exercises.
  • Assist in the drafting of periodic program thematic internal and external reports.
  • Compile various periodic internal reports for smooth and timely implementation and accomplishment of planned project activities.
  • Develop and Manage thp M&E Database for Pro-Bono lawyers and clients and be responsible for generating periodic reports as per the ASF Headquarters and donor partner requirements
  • Build the capacity of staff through training, mentoring and support for effective implementation of the M&E systems, including for information gathering, follow up and post implementation monitoring within the Program Area.
  • Collaborate with the ASF and ULS’s information, communications and telecommunications (ICT) section to develop and maintain the M&E technology system including updating, trouble shooting and promptly addressing all problems as they arise.

Requirement:

  • University degree preferably in social or development studies or other  relevant discipline.
Relevant Experience
  • At least 4 years' relevant working experience in M&E design and implementation
  • At least 3 years’ experience in field project review and evaluation.
  • At least 4 years’ experience in projects reporting
Knowledge, Skills & Personal Attributes
  • Excellent interpersonal, written and verbal communication skills
  • Strong analysis skills (qualitative and quantitative) and strong reporting skills.
  • Excellent one to one and group communication /information presentation skills
  • Experience in training and capacity building in M&E mechanisms at various project levels.
  • Good understanding of various donors' requirements.
  • Experience in designing and leading on specific development research projects .
  • Experience working with statistical computer software packages Project design and management skills.
  • Goal oriented with ability to work under pressure, independently and with limited supervision.
