Background:

As the Lead Agency responsible for coordinating the efforts towards the achievements of the Education for All (EFA) Goals, UNESCO Iraq has been supporting the Iraqi Government since 2004 to ensure better access and quality of Education at all levels. Under the auspices of a pre-existing education initiative of Her Highness Sheikha Mozah Bint Nasser of Qatar, UNESCO is launching the Educate a Child Initiative in Iraq. The Educate a Child Initiative is aimed at speeding up progress towards the Education For All (EFA) goals and Millennium Development Goal 2 on achieving universal primary education. The Initiative seeks to reduce the number of out-of-school children in Iraq and raise the issue on the national level education agenda through an advocacy campaign.

Responsibilities:

Under the general authority and the direct supervision of the Director of Iraq Office, and within the framework of UNESCO's endeavors towards the rehabilitation of the Iraqi educational system and the Qatari Funded Project “Educate a Child Initiative” the incumbent's role will include the following: 1. Design and implement project work plans and activities, while ensuring compliance with specific assigned objectives and outputs of the “Educate a Child Initiative". 2. Plan, organize, implement, monitor and evaluate all project activities. 3. Ensure proper partnership with and provide technical advice and assistance to national counterparts (MOE, MOHESR etc.) and other partners in the planning, management, and implementation of the project as well as participating in meetings and ensuring follow-up on implementation of recommendations and agreements, undertaking as necessary missions in this regard. 4. Supervise and liaise closely with the four Roving National Monitoring Officers, as well as other UNESCO national staff in country to ensure proper management and control of project activities in country; liaise closely with other UN agencies involved in the implementation of the programme. Liaise closely with the Education Sector at UNESCO Headquarters and other UNESCO offices and institutes to strengthen project outputs and build synergy with other UNESCO programmes and activities. 5. Work closely with civil society, non-governmental organizations, education institutions, and both central and decentralized governmental actors, primarily those at the national, governorate, and local levels. 6. Participate in relevant project coordination mechanisms established involving main stakeholders (Ministry of Education, civil society, sister UN Agencies, etc.) and represent UNESCO and the Educate a Child Initiative in these mechanisms. 7. In coordination with the MOE, co-chair the National Technical Committee (NTC) for out-of-school children, and serve as key UNESCO focal point for policies pertaining to out-of-school-children. 8. Conduct periodic programme reviews with government counterparts and other partners as well as preparing analytical and periodic reports and documents for project activities. 9. Coordinate with the Operations/Procurement departments in UNESCO Iraq (including those based in Amman) on timely delivery of project activities, as well as requesting disbursement of funds, and monitoring of programme financial status. 10. Lead all reporting, monitoring and evaluation activities related to the projects, including the development of monitoring and evaluation tools, as well as continued implementation and management of such tools. 11. Contribute to the design and preparation of new projects/programmes for implementation in Iraq, including the scale-up strategy for the Educate a Child Initiative. 12. Undertake any other pertinent professional duties as may be assigned by the Director of UNESCO Iraq.

Requirements:

• Advanced university degree (Masters or equivalent) in areas related to Education, Social Sciences or a similar related field. • Minimum of four to seven years of progressively responsible relevant experience, of which preferably two years acquired at the international level in the field of education. • Ability to work on Education in crisis-affected areas. Experience working with programmes targeting out of school children, or in the Iraqi context would be an asset. • Experience in conducting micro-planning (project operational plans), formulation, implementation, monitoring and evaluation of educational projects. • Strong managerial skills and ability to lead a team and maintain effective working relationships with colleagues and with people of different nationalities and cultural backgrounds. • Experience collaborating and working with civil society and governmental (both national and local level) actors, within the Iraqi context would be an additional benefit. • Proven administrative and organizational skills in preparing and implementing workshops, seminars and conferences at all levels. • Proficiency in computer office applications. • High proficiency in English language, preferably supplemented by working knowledge of Arabic.

Timeline & Start Date:

The incumbent shall be offered a Project Appointment Contract (PA). The initial appointment, which is for one year, includes a probationary period of 6 months, and is renewable subject to satisfactory service and funding availability. UNESCO’s salaries are calculated and paid in USD. They consist of a basic salary and a post adjustment, which reflects the cost of living changes in a particular duty station and exchange rates.
