Regional Economic Security (EcoSec) Market and Cash Specialist based in Nairobi with frequent travelling

Main Objective

The Regional EcoSec Market and Cash specialist is the reference person for all market- and cash-related capacity building and training, analyses and implementation for the countries of the Regions covered. S/he makes the liaison with the Market and Cash specialists and with the Capacity Building Focal Point at Headquarters, as well as with the Regional Advanced EcoSec Trainers, in order to ensure consistency across the various Delegations.

S/he ensures that capacities of EcoSec staff and partners are built on market analysis and cash transfer programming, which are priorities identified in the EcoSec 2012-2015 Strategy and required for the effective and efficient implementation of EcoSec activities in the field. S/he also directly conducts market analyses and supports the formulation of cash transfer programmes when required.

Responsibilities

Operational support Provide advice and/or conduct market analysis and/or cash transfer programming, making sure that at least one Delegation staff is also involved in order to "learn by example". Such support includes, among others:

• Link the economic security situation and vulnerability of households to an analysis of market functioning. • Identify the most appropriate and feasible options between in-kind, cash and combined in-kind/cash responses. • Design and support the implementation and evaluation of a cash transfer programme. • Recommend ways to integrate some market aspects into existing and planned economic security monitoring systems • Arrange for the participation of identified ICRC staff and partners in specific ICRC or other agencies' trainings • Liaise with the Regional EcoSec Advanced Trainers to develop country-adapted training materials and guidance on market analysis and cash transfer programming. • Disseminate practical information on market analysis and cash transfer programming.

Thematic/specialist support • In close collaboration with the Market and Cash specialists at Headquarters, support the Regional EcoSec Advanced Trainers (Nairobi, Abidjan) to: o develop user-friendly technical guidance sheets on the integration of market analysis into the various stages of programme management (assessment, design, implementation, monitoring, evaluation); o adapt and incorporate relevant guidance and examples into existing EcoSec training packages and documents at basic level; o prepare different forms of training support material for advanced level, such as classroom-based presentations and e-learning packages.

• Contribute to periodic EcoSec Training Needs Analysis at country, regional and global levels, both to estimate gaps in market analysis and cash transfer programming skills and knowledge, and to evaluate progress made.

• Establish linkages with agencies, networks and other mechanisms e.g. the International Federation of the Red Cross, the World Food Programme, the IASC Needs Assessment Task Force (NATF), the Assessment and Capacity Building Project (ACAPS), the Cash Learning Partnership (CaLP), the IASC global Food Security Cluster (gFSC) etc. that are building capacities and developing training materials in market analysis and cash transfer programming, in order to: o identify training opportunities for EcoSec and partner staff; o keep updated on new developments and disseminate them when relevant; o share and benefit from experience and lessons learnt.

Selection requirements • Master-level or above in economics, international affairs, humanitarian affairs, or in a technical domain related to markets and cash transfer programming (e.g. agricultural economics). • At least 5 years of practical field and hands-on experience in relief and livelihood interventions in a humanitarian context. • Proven experience with the conduct of trainings for audiences at different levels of expertise (beginner, advanced). • Ability and willingness to travel frequently throughout the year. • Fluency in English and French, both orally and in writing. • Ability and willingness to travel for short periods frequently throughout the year (about 60 %). • Prepared to accept unaccompanied posting during the first 24 months of collaboration • Familiarity with word processing and spreadsheet software • Driving licence (must cover manual transmission – a license for automatic-transmission vehicles only is not sufficient)

Desirable

• ICRC experience, particularly with the Economic Security (highly desirable). • Arabic speaking and writing. General Skills
