Objectives

The Application Development & Enhancement Division provides institutional support to the entire Bank through the development/customization and implementation of applications systems, in order to increase productivity and proficiency in carrying out its corporate mission. Areas of responsibility includes amongst others: Enterprise Application Development and improvement, Solution development and enhancement, Application Architecture planning, Client Relation Management, Program and project management, and major acquisitions and training.

Duties and responsibilities

Under the overall supervision of the Director CIMM, the Division will provide leadership, supervision and management for the acquisition, development and support of the Bank’s IT applications. He will perform the following duties:

  • Plans and oversees the management of activities undertaken by the Division: monitoring execution of work programmes and activities in a timely fashion, coordinating diverse project in the Division;
  • Plans, organizes, directs and supervises the activities of the Division: set its goals and objectives, lead the team, evaluate its performance, manage the staff potential, and determine staff training needs;
  • Provides leadership and direction to Business Process Innovation activities undertaken by the Bank;
  • Coordinates and integrates the development of corporate software application projects, ensures compliance with system lifecycle standards, builds consistency among projects from organizational units users perspective, resulting in professionally produced software delivered on time and within budget;
  • Acts as a key member in the Bank IT architecture group and responsible for application architecture for ERP, Data Warehouse, Business Intelligent, Knowledge Management, Resource Management, Information Management;
  • Works with CIMM Director and other Bank senior management to develop strategic and tactical plans for corporate information systems, aligned with Bank’s strategic initiatives and business plans
  • Ensures compliance of corporate applications with ADB policy and procedures and development standards, as well as efficiency and effectiveness gains in connection with corporate programs;
  • Works with Multilateral Development Banks (MDBs) and other partner organizations to align and share software development process to eliminate the time and effort to convert applications to Bank’s information systems;
  • Maintains effective working relationship with other public organizations, private entities and institutions, including membership on external organization partnership oversight and management teams;

Selection Criteria

  • At least a Master’s degree or equivalent in Computer Science, Information Technology, Software Engineer, Technology Management or in closely related disciplines;
  • Preferably a minimum of eight (8) years of extensive experience in positions of increasing responsibility in analysis, planning and design of ICT application systems, with at least 5 years of experience at a managerial level;
  • Solid experience in managing enterprise application system such as ERP, MIS, Office automation, Resource Management, Knowledge management system, Business Intelligent, Banking systems, etc.
  • Solid knowledge and experience in software or solution development program management;
  • Excellent knowledge of major commercial applications systems, such as SAP, Oracle, DARMS, BI, Sharepoint, as well as web development, both commercial and open sources
  • Strong analytical skills, associated to capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters, to improve processes and approaches
  • Strong ability in leading teams with different skills, mobilizing them, and deciding and determining to produce results for the proper implementation of IT programmes;
  • Good interpersonal skills and ability to effectively work with staff at all levels, including Senior Management, executives and colleagues of lower rank, as well as with various committees dealing with information technology;
  • Excellent written and oral communication skills in English or French, and good practical knowledge of the other language.
