Organizational Setting

The Policy Coordination and Implementation function is one of three functions of the Director General's Office for Policy (DGOP). Programme development and performance assessment is one of the core activities of the Policy Coordination and Implementation function. Its objective is to ensure that all IAEA programmes relating to nuclear technology, nuclear applications, safety, security, verification and management are formulated in accordance with the principles of results-based management and that their performance is assessed in terms of achievement of outcomes and expected results through the use of performance indicators. In addition, programme development and performance assessment ensures the integration and coordination of all IAEA programmes and activities.

In this regard, the Senior Programme Coordinator develops policies, procedures and guidelines for programme formulation and performance assessment, provides training to staff and assists programme managers in these areas.

The Senior Programme Coordinator assists in all the tasks relating to the programme of work of programme development and performance assessment and reports directly to the Special Assistant to the Director General for Policy Coordination and Implementation (Management), in close coordination with the Senior Strategy Officer of DGOP.

Main purpose

Under the supervision and guidance of the Special Assistant to the Director General, and in close coordination with the Senior Strategy Officer, the Senior Programme Coordinator contributes to the development of guidelines and procedures for programme formulation and performance assessment, assists in the review and analysis of programme proposals and participates in the training of staff.

Role

The Senior Programme Coordinator plays the roles of (1) an expert - improving and streamlining procedures, guidelines and methodologies for programme development and performance assessment; formulating IAEA programmes, based on programme managers' proposals, in accordance with results-based management; analysing programme achievements and lessons learned from assessments; (2) anadviser - assisting the programme managers in the formulation of rationales, priorities, objectives, outcomes and performance indicators for their programmes and reviewing their performance; (3) alecturer - participating in the improvement of staff skills in results-based management; (4) a coordinator- providing support to the Special Assistant to the Director General in programme coordination and the preparation of documents and training material.

Partnerships

The Senior Programme Coordinator works closely with Departmental programme coordinators, programme managers, Administrative Officers and Assistants on matters relating to programme formulation and performance assessment. He/she consults and negotiates with Senior Managers of the six Major Programmes to bring together different opinions and points of view on a wide scope, and forms alliances with them to reach common goals such as policies, methodologies or guidelines. He/she coordinates with colleagues in United Nations organizations and other international and national organizations on emerging issues and developments in results-based management. He/she participates in meetings with Member States and advisory groups in order to identify needs and interests of Member States in the different fields of competence of the IAEA.

Functions / Key Results Expected

  • Keep under review policies and methodologies for the formulation of all the programmes of the IAEA and the assessment of their performance.
  • Review approaches and policies on varied subject areas to be in line with different UN Agencies, and analyse their effects on different interrelated organizations.
  • Review innovation proposals of programme formulation.
  • Review and analyse proposals and assessments of performance made by programme managers.
  • Develop tools and training material in the area of results-based management and participate in training events.

Knowledge, Skills and Abilities

  • Good knowledge of programme and project management techniques and tools, including results-based management.
  • Knowledge of technical fields of relevance to the IAEA's programmes.
  • Strong analytical and synthesis skills and capability in a results-oriented environment.
  • Demonstrated communication and interpersonal skills in a multicultural environment, including tact to deal with staff at all levels and with representatives of Member States, combined with the ability to build collaborative partnerships.
  • Knowledge of the United Nations system, procedures and practices would be an advantage.

Education, Experience and Language Skills

  • Advanced university degree in a field of nuclear science or nuclear technology or nuclear applications or management or public administration.
  • Formal training in management or relevant management experience as well as demonstrated leadership qualities.
  • Minimum of 10 years of experience in programme management, preferably with experience in an international organization.
  • Experience in preparing, monitoring and assessing programmes, preferably in a nuclear, scientific or technological field.
  • Excellent written and oral ability in English. Good knowledge of other IAEA official languages (i.e. Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $41 820*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation,home leave, pension plan and health insurance.
