SENIOR TECHNICAL ADVISOR ATLANTA,GA

CARE is seeking an experienced Senior Technical Advisor. S/he will provide key technical, programmatic and managerial leadership and support to CARE’s Gender and Empowerment portfolio. As a member of the GE team, the STA will help to promote operational excellence, promote best practice and program standards regarding holistic approaches for the integration of gender and the education of marginalized populations. Specifically, this position will be responsible for harmonizing operational processes and the stewardship of the GE grant portfolio and leading the coordination of unit processes, technical leadership and the implementation of GE unit strategies around girls empowerment, access to education and gender integration.

S/he will manage a core team of project coordinators who will monitor and oversee project plans and grants management for GE central grants. As a senior member of the team, S/he will lead a team in the development of long-term and short term budgets for central grants, lead the tactical planning around and oversight of specific inititaives; and assure the fulfillment of donor requirements, and lead the efforts of ensuring compliance with finanical management and reporting systems and donor reporting mechanisms within the unit. The Senior Technical Advisor will ensure the integration of new/proven innovative approaches to girls’ empowerment through education and identify synergies with existing programs to avoid duplication and to maximize impact.

The Senior Technical Advisor will contribute to intellectual discussion in the education sector, advance CARE’s rights-based approaches, and promote understanding of the underlying causes of poverty that contribute to low levels of educational attainment and barriers to girls empowerment.The Senior Technical Advisor will bring special expertise in using cross-sectoral approaches to facilitate improved educational outcomes. This includes strong technical background in education, gender, sexual and reproductive health, adolescent programming and community-based responses to public health and/or education.

Required Skills:

  • Masters degree in Education, Public health, or international development;
  • At least 5 to 8 years experience in educational and or health programming in developing countries and/or related experience in design, implementation and evaluation of programs in developing countries;
  • Demonstrated experience in education, gender integration, and cross-sector innovations;
  • Proven experience in capacity building and the provision of technical assistance in a variety of development related areas including education;
  • Knowledge of adolescent programming and operationalizing such programs within the education sector;
  • Familiarity with qualitative and quantitative research methodologies and the development of data collection systems;
  • Strong experience in grants management and oversight;
  • Experience working with USAID or other multilateral donor agency;
  • Excellent communication skills in both written and spoken English; ability to communicate knowledge, ideas and issues in an appropriate manner to diverse audiences;
  • Proven ability to work in partnership with other professionals and in the context of organizational alliances towards a common set of goals;
  • Proven experience working closely with communities, Ministries of Education, Health, Social Development and/or Labor, employers’ organizations, teachers’ unions, trade union representatives or comparable entities;
  • Interpersonal and inter-cultural communication skills;
  • Project management skills, including planning and budgeting;
  • Strategic planning skills;
  • Advocacy skills, including policy analysis, strategy development, and messaging skills;
  • People management skills, including mentoring and supervision;
  • Facilitation and capacity building/instructional design.

Desired Skills:

  • 10 years experience working with education in developing countries;
  • Degree or certification in teaching;
  • Fluency in French, Spanish or Arabic;
  • Design and management of educational research projects, addressing vulnerability and leadership skills;
