Cooperative Legal Specialist, Tanzania We are currently seeking a Legal Specialist to provide short-term technical assistance on the USAID-funded Cooperative Development Program (CDP), funded by USAID. Through CDP, ACDI/VOCA and Land O'Lakes, Inc. (LOL) will assess the legal environment for cooperatives in Tanzania. Using the CLARITY diagnostic framework (http://www.ocdc.coop/clarity.html), an assessment tool designed by the Overseas Cooperative Development Organization (OCDC), the consultant will analyze Tanzanian cooperative law. The analysis is intended to identify both strengths and barriers in law that affect the success of cooperative development. The consultant will work closely with a U.S.-based legal counterpart on this joint-assessment. A critical component of this assignment will be the communication and collaboration with the U.S. counterpart, LOL and ACDI/VOCA in order to work through the CLARITY scorecard process and then prepare the analysis document.

Responsibilities:

Conduct background reading on the CLARITY process and Tanzania cooperatives
Participate in an initial call with the CLARITY team to discuss methods and communication strategy
Hold meetings and frequent communication with Tanzanian stakeholders to explain the CLARITY process and encourage their buy-in on the findings
Analyze Tanzanian cooperative law through the CLARITY scorecard, communicating regularly with U.S.-based legal specialist to gather needed input and to share analysis
Continually refine initial analysis based on ongoing conversations
Complete the scorecard analysis jointly with U.S. counterpart
Submit final report that includes the scorecard, scorecard analysis, and documentation of the steps to completion
Optional, if organized: Participate in workshop with Tanzanian stakeholders, government officials, and international organizations to present assessment results and suggest future action

Qualifications:
Law Degree and experience with Tanzanian law, preferably with co-operative law
Experience conducting legal analysis in an international context
Expertise in the cooperative model, and previous experience conducting evaluations of the cooperative environment
Excellent communication and cross-cultural skills

Blood Donor Recruiter

Works under regional blood safety coordinator. Oversight of recruitment and mobilization of blood donation activities. Plan and implement effective strategies to mobilize, recruit and retain blood donors from low risk populations. In collaboration with the Marketing manager and regional coordinator set regional blood collection target and develop regional blood recruitment calendar. Set appointments for mobilization, collection to meet targets. Identify relevant organization and develop blood donor clubs. Work closely with MR to identify and establish linkages with relevant organizations for PPP and other support to the program. Work to achieve blood collection goals and ensure database of all blood donors so as to build a safe donor pool.
Coordinating all blood drives, responsible for advocating for blood donations/gives donor talk and relevant IEC materials during planned donations and identify key contact in different institutions for liaising and blood donation activities.

This position is based in the region but with constant travel in the region (Rukwa, Singida, Coast,Shinyanga, Kagera and Manyara.

Duties and Responsibilities:
Compile and maintain a data base of all low risk blood donation sites
Prepare daily/ weekly/monthly/annual calendars for blood collection and targets
Mobilize community for blood donation
Set appointments for blood donation (3 days/week)
Identify existing clubs in schools i.e. scouts, health clubs, religious institutions, community groups and orient them using the donor club guidelines and collect blood
Ensure all the necessary equipment/supplies are prepared for each donation (checklist)
Conduct pre donation talk prior blood donation activity
Collaboration with other team members during the blood donation drive.
Compile donation reports
Visit sites near the office to introduce walk in donor site and welcome them for donation (2 times a week)
Ensure adequate supply of IEC materials and good public relations wherever blood donation activities are conducted
In collaboration with donor clerk ensure proper messages are sent to donation sites and blood donors.
Any other functions assigned by the supervisor from time to time

Knowledge

Phlebotomist

The primarily responsibility for this position is physical blood drawing. He/she works with internal and external stakeholders to provide a pleasant clinical experience while also following guidelines and procedures required by NBTS.

Laboratory Technologist

Job Purpose: The incumbent will be attached at the zonal center where s/he will work with zonal lab staff to screen all blood collected at the center including blood collected from TRCS regions. Information Technology/ Monitoring & Evaluation (IT/M&E) Officer

Livelihoods Specialist

I. Background
The International Rescue Committee seeks an experienced Livelihoods Specialist to provide technical leadership for a proposed 4-year, $10 million program to combat exploitive child labor in Tanzania. The US Department of Labor (USDOL) solicitation seeks to fund technical assistance project(s) to reduce child labor through an area-based approach in geographic areas where there is a prevalence of child labor in agriculture production and domestic service. The project will work with local entities and build on existing efforts to reduce the worst forms of child labor, including programs to protect orphans and vulnerable children (OVC), increase access to education and promote economic opportunities for Tanzanian households most vulnerable to the worst forms of child labor. Project interventions must address the following areas: a) promote children’s access to, enrollment, retention and completion of education and training opportunities; b) promote improved livelihoods for households of target children; c) promote youth employment; d) work with government structures to support implementation of policies and strengthen institutional capacity; e) raise awareness about child labor in the agriculture and domestic labor sectors; f) support research, evaluation and collection of reliable data on child labor; and g) promote transparency, accountability and sustainability of efforts to combat child labor. This position is contingent on IRC being awarded the cooperative agreement.
II. Responsibilities
The Child Labor Specialist will be responsible for the implementation of the technical aspects of the project related to social protection interventions. Reporting to the Project Director, he/she will:
• Provide technical support, training and guidance on best practices to the proposed project as related to children at risk of or involved in child labor • Provide technical assistance to government agencies or units, such as the LGA and CLU and community stakeholders, • Work closely with local coordinators and stakeholders to develop district child labor plans. • Ensure the quality and relevance of the project’s social protection and institutional capacity building activities to promote the sustainable reduction of child labor within the target geographic areas;
• Work with the project team, including partner staff, and others to ensure that all interventions take into account the holistic needs and capabilities of conflict-affected children and support their protection and development; • Support the establishment of, or strengthening of, child protection systems at the national and district level, with a specific focus on child labor; • Support the direct monitoring of child beneficiaries ensuring it is in line with best practices; • Provide technical support in the design, monitoring and evaluation of activities aimed identifying and supporting children involved in or at risk of child labor; • Ensure that in all interventions, there will be an explicit inclusion and expectation of promoting the active engagement of children at all stages of the project cycle, and building leadership capacity; • Plan and implement policy workshops for project stakeholders (national institutions involved in education and labor issues); • Develop and field-test learning materials designed to improve education quality; • Liaise with technical specialists of partner organizations and government agencies; • Development of multisectoral partnerships and networks; • Provide technical input into the design and scope of proposed research studies; • Prepare narrative reports for submission to Project Director; • Ensure activities implemented as per established project framework; • Track project budget and field expenditures.
III. Qualifications
Individuals are required to hold a Bachelor’s Degree (Master’s Degree preferred) or higher in anthropology, sociology, international development, or other human development related field and possess a minimum of three years progressive child protection programming experience. Candidates must have a minimum of three years experience in a leadership position responsible for policy development and advocacy of child protection issues, including child labor, in developing countries in areas. Previous work experience with civil society, including labor unions and NGOs on the issue of child labor or other labor related issues specifically targeting underserved populations. Consideration will be given to candidates with additional years of experience providing direct technical support to the district and national government authorities to build strong child protection systems. Candidates must have experience in statistics and development of monitoring systems (national and/or local). Candidates should have strong writing and editorial skills; be able to work under pressure; and possess strong interpersonal and intercultural skills that enable them to work well with a diverse team. Experience managing USDOL-funded projects is preferred.
Fluency of English is required. Knowledge of Kiswahili is preferred.

The M&E Officer will be responsible for the implementing the project’s M&E activities, including the management of the Direct Beneficiary Monitoring System. Reporting to the Project Director, he/she will: • Oversee implementation of the Project baseline survey on child labor, including survey methodology and data collection • Design and implement a comprehensive monitoring and evaluation plan (CMEP) in coordination with external evaluation contractor and the US Department of Labor (USDOL), including selection and tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators • Manage the design and implementation of a direct beneficiary monitoring system for tracking work status of child beneficiaries and economic status of beneficiary households • Coordinate with appropriate Ministries, especially the CLU to build local and national government capacity in child labor monitoring systems and databases • Ensure that proposed interventions/activities are based on accepted best practices • Train project staff, in line with the M&E requirements for the project (Enumerators, data collection staff, database managers etc) • Support institutional capacity building around collection of reliable statistics on child labor • Monitor program performance in meeting established objectives, redesigning initiatives as appropriate • Design data collection instruments, schedules, analysis methods, and applied technologies. • Ensure reporting requirements per USDOL obligations under the Government Performance and Results Act (GPRA) • Support design and implementation of research studies as required • Ensure activities implemented as per established project framework • Act as liaison and point of contact between a USDOL external evaluation contractor and the project.
III. Qualifications
• Minimum of three years of experience in a leadership position responsible for implementing the project’s monitoring and evaluation activities, including the DBMS. Knowledge of the IA CP IMS an advantage. • Experience in the monitoring and evaluation of international development projects or one year relevant experience combined with an advanced degree in statistics, public policy, economics, or a related field. • Experience in strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, and familiarity with impact evaluation or similar research methodologies. Knowledge of the Government Performance and Results Act (GPRA) is preferred. • Consideration will be given to candidates with additional years of experience working with government ministries to strengthen institutional capacity in data collection. • Knowledge of exploitive child labor issues, particularly the special education needs of children removed from exploitative child labor when they enter/return to school, and/or have experience working with victims of child labor and their households in Tanzania is an asset. • Candidates should have strong writing and editorial skills; be able to work under pressure; and possess strong interpersonal and intercultural skills that enable them to work well with a diverse team.

Pay for Performance, Program Manager


Since 2002, the Clinton Health Access Initiative, CHAI (formerly the Clinton HIV/AIDS Initiative), has been assisting developing countries in implementing large-scale, integrated HIV care, treatment, and prevention programs. CHAI is currently active in Africa, the Caribbean, Asia, and Eastern Europe. In support of national HIV/AIDS programs, CHAI provides technical assistance, mobilizes human and financial resources, and facilitates the sharing of best practices across projects. CHAI has also negotiated agreements with leading pharmaceutical companies that have lowered the cost of HIV/AIDS and malaria diagnostics and treatment in the developing world by 30-90%. Our ultimate objectives are to make high-quality HIV/AIDS and malaria care and treatment available to all who need it, and to partner with governments and other stakeholders to strengthen healthcare systems and develop sustainable strategies to overcome obstacles to scale-up. CHAI is currently seeking candidates for the position of Program Manager to manage the P4P (Pay for Performance) team in Tanzania. In partnership with the Government of Tanzania, CHAI has helped design and test a results-based financing approach over the past 18 months in the Pwani Region. The goal of P4P Pilot is to accelerate the reduction of maternal, neonatal and child morbidity and mortality through improving reproductive and child health services. It also aims to increase the generation and use of health information for decision making, leading to improved health outcomes; and to improve the efficiency and effectiveness of the health system through motivating health care workers to provide quality services. The program is already showing positive outcomes and discussions are on-going with regards to a national scale-up in mid-2013.
The P4P Program Manager will work hand-in-hand with the Ministry of Health and Social Welfare (MOHSW) as part of the Pilot Management Team (PMT). As the head of one of our programs, he/she will also be part of CHAI Tanzania’s management team, working collaboratively with the Country Director and other Program Managers to successfully execute CHAI Tanzania’s programmatic objectives. The Program Manager’s primary report will be to the Country Director, with a secondary reporting line to CHAI’s global Director, Health Systems Strengthening. He/she will be a highly committed and results-focused individual, with strong and proven strategic and analytical skills, and exceptional written and oral communication skills targeting a broad variety of stakeholders. He/she must be a team leader and a team player, demonstrating tenacity, resourcefulness and humility working a highly entrepreneurial environment.
Responsibilities:
•Define CHAI's overall strategy within the program area, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact •Collaborate with government at national, provincial and district levels to ensure skills transfer and government ownership, identify the most critical hurdles to scale-up, and develop innovative strategies to address them. In particular, s/he will be responsible for implementing and updating the Performance Management Plan to ensure consistent data collection and management; managing the data collection process to include schedules, logistics and methodologies in coordination with dad collection teams and consultants; analyzing and interpreting qualitative and quantitative data; reporting on activities, accomplishments and results for USDOL deliverables; and ensuring that lessons learned influence future program selection, design and implementation. The Monitoring and Evaluation Officer will also act as the liaison and point of contact between the project and a USDOL external evaluation contractor.

Cooperative Legal Specialist, Tanzania
We are currently seeking a Legal Specialist to provide short-term technical assistance on the USAID-funded Cooperative Development Program (CDP), funded by USAID. Through CDP, ACDI/VOCA and Land O’Lakes, Inc. (LOL) will assess the legal environment for cooperatives in Tanzania. Using the CLARITY diagnostic framework (http://www.ocdc.coop/clarity.html), an assessment tool designed by the Overseas Cooperative Development Organization (OCDC), the consultant will analyze Tanzanian cooperative law. The analysis is intended to identify both strengths and barriers in law that affect the success of cooperative development. The consultant will work closely with a U.S.-based legal counterpart on this joint-assessment. A critical component of this assignment will be the communication and collaboration with the U.S. counterpart, LOL and ACDI/VOCA in order to work through the CLARITY scorecard process and then prepare the analysis document.
Responsibilities: • Conduct background reading on the CLARITY process and Tanzania cooperatives • Participate in an initial call with the CLARITY team to discuss methods and communication strategy • Hold meetings and frequent communication with Tanzanian stakeholders to explain the CLARITY process and encourage their buy-in on the findings

III. Qualifications
Individuals should hold a Master’s Degree or higher in education, development studies, economics, livelihoods or related fields and possess a minimum of five years of professional experience including three years of professional experience in a leadership role in implementation of complex basic education, technical education or youth livelihoods’ programs in developing countries. The successful candidate will have experience in: sustainable livelihoods; education policy; improving educational quality and access; educational assessment of disadvantaged students; development of community participation in the improvement of basic education for disadvantaged students; and monitoring and evaluation of basic education projects. Consideration will be given to candidates with additional years of experience working with officials of ministries of education and/or labor.

Individuals are required to hold a Bachelor’s Degree (Master’s Degree preferred) or higher in economics, education, international development, or other human development related field and possess a minimum of three years progressive youth programming experience, including working with at-risk youth in especially challenging circumstances. • Design the needs assessment of learning environments and project action plan within 12 months of grant award in coordination with the Project Director; • Ensure that proposed interventions/activities are based on accepted best practices; • Train project staff; • Monitor program performance in meeting established objectives, redesigning initiatives as appropriate; • Liaise with technical specialists of partner organizations and government agencies; • Development of multisectoral partnerships and networks; • Plan and implement teacher training initiatives; • Develop and field-test learning materials designed to improve education quality; • Develop and/or refine pre-vocational and vocational training curriculums; • Plan and implement policy workshops for project stakeholders (national institutions involved in education and labor issues); • Prepare narrative reports for submission to Project Director; • Ensure activities implemented as per established project framework; • Track project budget and field expenditures.
This position reports to the Project Director.
III. Qualifications
Individuals are required to hold a Bachelor’s Degree (Master’s Degree preferred) or higher in education and possess a minimum of three years of progressively responsible professional experience in managing the technical implementation of complex basic education programs in developing countries. The successful candidate will have experience in: student assessment, teacher training, educational materials and curriculum development, educational management, basic and secondary education projects, and educational monitoring and information systems. Consideration will be given to candidates with additional years of experience working with ministries of education, networks of educators, employer’s organizations and trade union representatives or comparable entities. Candidates must also have knowledge of exploitive child labor issues, particularly the special education needs of children removed from exploitative child labor when they enter/return to school, and/or have experience working with victims of child labor and their households in Tanzania. Candidates should have strong writing and editorial skills; be able to work under pressure; and possess strong interpersonal and intercultural skills that enable them to work well with a diverse team. Experience managing USDOL-funded projects is preferred.
Fluency in English is required. Knowledge of Kiswahili is preferred.
