Team Leader & Conformity Assessment Specialist ICF International Minsk, Belarus

We are seeking to recruit key experts for our Standardisation Strengthening in the Field of Energy Efficiency of Consumer Goods and Industrial Products project. The client for this project is European Union represented by the European Commission for and on behalf of the Government of the Republic of Belarus.

The Team Leader will be responsible for the overall planning and implementation of the project including: timely submission of required reports, co-ordination of all project activities and aspects, organising and supervising all project management matters, lead drafting of the strategic documents resulting from the project and management the team of experts. The Team Leader will also be responsible for presenting the project outputs to relevant stakeholders, EU Member States, Government of Beneficiary country and the Contracting Authority within the agreed timetable.

Main Responsibilities:

  • Timely preparation and presentation of an inception report, work plans and cost estimate, project progress reports and other relevant reports and documents to be produced by the Consultant;
  • Co-ordination and management of the day-to-day activities of the project;
  • Allocation of budget and financial supervision of the contract;
  • Co-ordination and management of the activities and inputs of experts;
  • Assistance in the design and implementation of training programmes and study tours as required by the project;
  • Effective collaboration and synergies between the various donor projects and all project stakeholders.

Basic Requirements:

  • Master’s Degree – Project Management, Management, Consultancy;
  • Fluency in English (written and spoken) and Russian (Spoken);
  • Knowledge of the EU regulatory framework in the field of metrology, accreditation, certification and market surveillance;
  • Experience projects relating to metrology, accreditation, certification and/or market surveillance;
  • Experience as a team leader in at least one technical assistance service contract, preferably with budget exceeding €2 million;
  • Experience in EU funded projects in ENPI/TACIS countries - advantageous;
  • Experience in training delivery would be an advantage.
