TechnoServe Project Manager, Haiti

Location: Port au Prince, Haiti


I. TechnoServe Background:

TechnoServe is an international, non-profit economic development organization founded in 1968 out of a conviction that a vibrant private sector is an essential foundation for economic growth and poverty reduction. TechnoServe undertakes targeted, catalytic technical assistance and other programming to increase the competitiveness of entrepreneurs, businesses and industries that in-turn provide sustainable employment, inclusion of the poor and increased incomes. TechnoServe operates in 25 developing countries with over 1000 employees. A substantial portion of our work is in agriculture, enhancing farm productivity and commodity quality and addressing gaps in processing and other agribusiness capacities. Our programs increase smallholder access to new technologies, aggregation and storage mechanisms, markets, critical information and finance. TechnoServe also undertakes structured programs to identify and support high potential entrepreneurs in various sectors through leadership mentoring networks, formalization support, access to capital and development of sustainable business services such as accounting, finance, marketing and human resource management.


II. Program Description:

TechnoServe is undertaking a multi-year Project – supported by a consortium of public and private sector partners - to contribute to improving income growth opportunities for smallholder farmers and other actors in Haiti’s mango value chain. The purpose of the Project is to develop a more competitive, sustainable and inclusive mango value chain that increases the income of smallholder mango farmers, creates employment and enhances fresh and processed mango exports. This will be done through four components: Component 1, Empowering Producer Business Groups (PBGs) to increase production and diversify income in a sustainable manner, Component 2, Improving the supply chain to strengthen market linkages, Component 3, Fostering competitive local processing businesses to increase local value addition, and Component 4, Facilitating supportive enabling environment.


III. Position Description:

The Project Manager will be responsible for timely and effective implementation of the Project activities, i.e., project planning, overall implementation of the project, and delivery of results as per the project workplan and agreed-upon milestones, as well as management of relationships with donors, partners and other stakeholders.

Duties and Responsibilities:
• Ensure the project is implemented with sound managerial, technical, financial, human resources practices and that the processes and activities adhere to corporate policy, legal and contractual obligations and corporate and donor standards.
• Establish frameworks for decision-making, management and project execution, to be documented in a project charter and comprehensive workplan.
• Establish and maintain strong working relationships with program stakeholders, including donor liaisons, local partners, government ministries, private sector companies, industry associations, and civil society organizations.
• Ensure timely and efficient recruiting, training and on-boarding of project staff in conjunction with the Country Director. Effectively communicate project vision and execution to team.
• Manage all contractual arrangements with local partners and contractors.
• Ensure relevant procurement takes place in a timely fashion and office operations are set up to support implementation.
• Produce consolidated financial and narrative reports for TechnoServe management and donors in conjunction with the M&E manager and Accountant, as required by the contract and requested on an ad hoc basis.
• Ensure farmer mobilization targets are achieved, and that farmer organization into Producer Business Groups (PBGs) is on track.
• Ensure quality of and reach of farmer technical training packages, including good environmental practices.
• Ensure the full integration of women into the project to maximize their participation in and benefit from project activities and outcomes.
• Ensure that partnerships with processors and exporters are effectively implemented.
• Establish and execute a strategy to provide access to capital to participating farmers and processors.


IV. Required Skills & Experience:

• Degree in business-related studies or Agricultural Economics, Agricultural Business Management or a related field required.
• Strong analytical and project management skills.
• Minimum of five years’ experience in business development and management, program design and planning.
• Field and technical experience with farmer co-operatives and/or agribusiness development in region is preferred.
• Horticultural expertise, especially in regard to fruit production, value chains and markets is preferred.
• Strong interpersonal/people management skills and excellent oral and written communication skills required.
• Track record of building strong client and stakeholder relationships.
• Proficiency in English, French and Creole.
• Strong private sector experience and entrepreneurial skills.
• Willingness to travel domestically and internationally.
