Component Team Leaders, Advancing Philippine Competitiveness, Philippines


The Asia Foundation, an international non-governmental organization committed to the development of a peaceful, prosperous, and open Asia-Pacific region, is seeking Component Team Leaders for an upcoming project in Asia. 
 
Team Leader, Component One: Infrastructure
Team Leader, Component Two: Competitiveness of Key Sectors (Tourism, Ag, Manufacturing)
Team Leader, Component Three: Domestic Credit
 
Candidates should be development professionals with specific sectoral expertise relevant to a project focused on economic reform and development, increasing levels of domestic and foreign investment, increasing employment opportunities, improving the provision of quality infrastructure, enhancing competitiveness and credit facilitation. Candidates must possess practical experience in international development programs enhancing competiveness, and must be able to demonstrate an understanding of value systems, traditions and social norms and practices of different cultures and religions. Desirable skills include but are not limited to: knowledge and/or experience of the legal, political, economic, administrative and socio-cultural context of economic reform activities in the Philippines; experience undertaking effective consultation with a wide range of national and international stakeholders; familiarity with international donor program design principles and methods.
 
Qualifications
 
A relevant specialist post-graduate degree with at least ten years of relevant, progressively responsible experience and a proven track record in the field of specialization is required. S/he should possess a combination of technical familiarity and management skills that spans the subject areas covered by the project and in-depth experience in at least one of the major areas of involvement. The candidate should be able to demonstrate that he/she has the requisite experience to: a) effectively backstop and reinforce the other long and short-term specialists; b) ensure that synergies among project elements are capitalized upon; c) ensure that the project focus remains on achieving results; and d) manage an effective monitoring and reporting system.
 
Essential skills include: Excellent written and spoken English, strong communication (both oral and written), consensus building, team facilitation, an emphasis on results and cultural sensitivity. Experience or knowledge of South East Asia is preferred.
