Policy Manager RCS - The Royal College of Surgeons of England

Policy
Responsible for :
  • Project managing reviews of policy as required, drawing together input from all parts of the organisation, and externally, including consultation where appropriate.
  • Providing policy support and briefing to the President, Council and senior management.
  • Representing the College at conferences, seminars and external working groups as required.
  • Providing guidance and information, both internally and externally, on matters of policy seeking legal advice as necessary.
  • Supporting media and public affairs functions including drafting briefing, articles, Parliamentary Questions and speech writing.
  • Managing correspondence concerning the College on policy matters.
Strategic
Responsible for
  • Pursuing strategic objectives for the policy unit and assisting in annual business planning cycle.
  • Maintaining excellent communications with colleagues across the College to build/maintain Policy unit’s profile.
  • Acting as ‘sounding board’ for Head of Policy & Communications as required, for second opinion in dealing with day-to-day and strategic policy matters.
  • Ensuring the policy unit’s spend is within budget.
  • Management and oversight of the Patient Liaison Group policy, future work priorities and administration.
Management of Staff
Responsible for:
  • Supervising all the work undertaken by the Policy Officer
  • Building the team and ensuring effective working relationships
  • Developing the Policy Officer by mentoring, delegating and empowering
  • Informing the team about College strategy and Council business
  • Encouraging personal development, organising staff training and carrying out performance review
General
  • The post-holder is expected to represent the College in a professional manner in relation to his or her responsibilities and in ensuring their own continuing professional development.
  • Undertake such duties appropriate to the grade, as required by the Director.
