Invest in the future, harvest RAIN

RAIN is an international NGO promoting and implementing rainwater harvesting (RWH).
RAIN contributes to better lives for people living in areas where safe and sufficient water is lacking.
The activities of RAIN range from the implementation of RWH systems, to building the capacities of local communities, influencing policy makers and exchanging of knowledge and best practices. Currently RAIN works with partner organisations on projects in Nepal, Ethiopia, Burkina Faso, Mali, Kenya and Uganda.
In the Netherlands RAIN is, amongst others part, of the Dutch WASH Alliance working on integrated and sustainable WASH services in developing countries.
The small programme management unit (5) of RAIN in Amsterdam is ambitious; striving for the integration and uptake of RWH in water programmes and policies globally and playing a central role as connector for and distributor of knowledge on RWH.
To complement this dedicated team RAIN is looking for a highly motivated professional for the position of:
Programme Officer (medior)
The challenge
The Programme Officer will coordinate the implementation of our programme(s) in the West African region, in close cooperation with the team in Amsterdam and our local partners. The Programme Officer will also support the programme in the other countries when requested by the manager. Additionally the PO will be engaged in general RAIN theme(s) (like fundraising, innovation, capacity building, knowledge management, communication and promotion). The position reports to the Managing Director. The Programme Officer will be stationed in our office in Amsterdam.
The main responsibilities:
  • Designs (in collaboration with local partners), manages and upscale the current programme(s) in the assigned Country(s), by coordinating project preparation and execution with local partners, This includes financial management of the specific country activities, evaluating project proposals and monitoring and evaluating project approach and results.
  • Builds capacities of local partners by identifying knowledge needs and providing support in strengthening of organization and knowledge of local partners.
  • Actively supports the RAIN team on all RAIN wide work processes, this includes the preparation of the donor- and progress reports, fundraising and proposal development and development of communication materials.
  • Contributes to innovation of RWH approaches and techniques by implementing and monitoring pilots in the assigned country(s)/region(s), monitoring progress and reporting on results.
  • Specialises in one of the innovative themes and coordinates the theme across RAIN together with the responsible Senior Programme Officer. 
  • Promotes and represents RAIN during relevant conferences and meetings.
The requirements
Background and experience:
  • Master degree in natural resource(water) management, environmental studies, civil engineering and minimum of 5/10 years relevant working experience, specifically in project /program management
  • Broad understanding and modern ideas about sustainable development
  • International work experience, preferably in development projects in a multi-stakeholder environment on field level in the West African region
  • Experience in a multi-stakeholder setting, consisting of NGO’s, government, private parties, communities, international actors and donors
  • It is an advantage to have experience with one or more of the following: water conservation, multiple use services of water, water catchment planning, micro-credits and setting-up entrepreneurships within the development sector
Skills and competences:
  • Planning, organising and managing (including progress monitoring) multi-disciplinary projects
  • Cultural and political awareness and interpersonal sensitivity in multi cultural environment, and choosing the correct approach to get things done in a multi stakeholder environment
  • Team spirit, committed and resourceful to the team
  • Creative, and optimistic towards challenges
  • Flexible, able to multi task and work under time pressure
  • Strong communication and presentation skills, able to represent RAIN
  • Result oriented and decisive
  • Fluent in English and French
  • Writing skills, to be able to write proposals/publish on RWH
  • The PO should be willing and available to travel 2-4 times per year during periods of 1 to 3 weeks to partner countries as well as to international conferences.
  • You should possess a permanent working permit for the EU.
