PROJECT MANAGER

VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in Sudan, South Sudan, Kenya, Somalia and Ethiopia.

With support in animal health, agriculture, marketing, food safety but also with developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.

PROJECT : SOMALI PASTORAL DAIRY DEVELOPMENT PROJECT II (SPDDP II)

VSF-G is implementing a thirty-six months development programme for the milk production and marketing sector in Somaliland (SL) and Puntland (PL). After retirment of the incumbent Project Manager there are 9 more months to the end of the project (with a possible extension). The programme aims to improve the livelihood of pastoralist milk producers, milk collectors, small to medium-scale milk businesses and finally of the milk consumers benefitting from safe products. An important issue in this regard is the creation of a regulatory framework to be respected by all stakeholders in the dairy sector. Active support is given to all actors in the informal and formal dairy sector. In regard to this, we are looking for a qualified person to fill in the position below. The incumbent will be based in Burao, Somaliland, but works both in Somaliland and Puntland. He will lead a team of Dairy Assistants and other technical staff.

Key responsibility:

• The incumbent will be responsible for the project implementation. Ensure the project progress is in line with the activity work plan. Provide good management to project staff
• Facilitate and coordinate project meetings for project implementation review and internal monitoring. Ensure proper financial management of project funds
• Provide expenditure forecast and monitor expenditures under the project activities Compile the project donor reports as per the reporting schedule.
• Support the project evaluation process both internal and external.
• Represent VSF Germany, participate and contribute to relevant project related networks and links. Any other tasks required for the good work of the organization in his duty station
• Provide direction for furtherance of the project idea.

Qualifications, Experience, Attributes & Skills required:

• Degree in Livestock Production & Development, Dairy Technology, Veterinary Medicine or in related field. Postgraduate degree in development related field preferred
• Over 5 years experience in development work. Working Knowledge of EC donor rules & regulations.
• Knowledge and experience of working with pastoral communities
• Past experience of work with public & private stakeholders, especially in the areas of livestock production & development policy making & development.
• Excellent computer knowledge, managerial and report writing skills
• Knowledge and experience with the Dairy & Milk development system in the region Team leadership experience preferred.
• Knowledge of pastoral market access issues in the region
• Past experience working with Somali pastoralist communities will be an added advantage. Familiarity with appropriate technology will also be an added advantage.

Contract Duration : 9 months (plus possible extension of 6 months)
