The Water Integrity Network (WIN) is an action oriented coalition of individuals and organizations from all stakeholder groups that are able and willing to support the cause of increasing Water Integrity (WI) benefiting poor people in helping to prevent or reduce corruption across the water sector. 

The WIN Secretariat is a lean entity relying on the expertise of its members and partners, including the International Water and Sanitation Centre (IRC), The Stockholm International Water Institute (SIWI), Transparency International (TI), the Water and Sanitation Program – Africa (WSP), the Global Water Partnership, Cap-Net and other international, regional and local organizations.

The Water Integrity Network Secretariat hosted and legally represented by Transparency International in Berlin is looking for a highly motivated professional for the position of Programme Manager.

Main function: The WIN Programme Manager leads and ensures the successful development, funding, implementation and monitoring of WIN Partnership Programmes that are implemented under the WIN Global Strategy 2011-2016. S/he ensures that the implementing partners and WIN-S staff meet all the donor contractual obligations. The WIN programme manager provides strategic guidance to partners and WIN-S staff involved in the programme implementation.

Responsibilities: 
• Develop and maintain WIN programmes and sub-projects supporting the goals of the WIN Global Strategy 2011-2016.
• Strategise, identify, communicate and proactively pursue in a timely manner potential funding opportunities – traditional and non-traditional – for Network Alliances Initiatives, WIN Programmes, and specific projects.
• Develop effective internal coordination, knowledge sharing and learning by working closely with other WIN-S staff and strategic partners of WIN.
• Ensure the successful implementation, management, and monitoring of funded regional and multi-country programmes, overseeing budget and timing of execution.
• Ensure that appropriate, user-friendly systems and procedures (e.g. work-plans, financial management, reporting cycles and information systems) are in place, understood and used consistently across all regional and multi-country partnership programmes.
• Develop accurate and high quality financial and narrative reports for both internal and external audiences, ensuring that all donors’ contractual obligations (e.g. financial management, fund transfer requests, procurement regulations) are met in a professional, transparent and timely manner.
• Manage, develop and support WIN-S staff contributing to the programme implementation under their regional responsibilities.

Knowledge, experience and skills:
• Postgraduate university degree or professional qualification in environmental science, engineering, public policy or administration, business administration, economics, management, or another relevant field.
• 7 +years of relevant experience with an International NGO or International Organisation with a demonstrated in depth knowledge and successful track record of project development and management and fundraising, working in the water sector, public sector reforms, social development, international development.
• Extensive project and programme management experience (planning, budgeting, implementation, review)
• Proven people management skills 
• Monitoring and evaluation skills
• Fluency in English, French and/or Spanish
